ROLE PURPOSE:
The Child Protection (CP) Officer will be based in Beirut and will follow-up the implementation of a Child Protection programming through direct implementation and implementation through partners. The Child Protection programme includes the establishment and expansion of psychosocial programming with children and youth and capacity building and support for caregivers. The Child protection Officer should ensure that all aspects of work are undertaken in accordance with Save the Children’s Policies
SCOPE OF ROLE:

Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people
KEY AREAS OF ACCOUNTABILITY:
Programme and team management
- Plan, prepare and oversee the implementation of the Child Protection Programme in Beirut/Mount Lebanon/South Lebanon;
- Ensuring the timely delivery of a quality programme with the support of project manager;
- Supervise and support the CP Assistants in the daily tasks;
- In coordination with the CP assistants, monitor the day-to-day running of Save the Children’s centres to ensure the quality delivery of the activities;
- Ensure appropriate monitoring and evaluation systems are in place, support staff in all monitoring processes and provide monthly and weekly reports on progress.
Partnership management
- Build and develop an extensive network of all key NGOs/CBOs working in the area of child protection and grow our portfolio of partners;
- Maintain working partnerships and good communication with representatives of UNICEF, UNHCR INGOs and the Ministry of Social Affairs in Beirut/Mount Lebanon/South Lebanon;
- Build and maintain partnership with local NGOs/CBOs and local governance structures (including municipalities) to ensure their support on the child protection programming;
- In collaboration with the project manager roll out the capacity building plan of each partner;
- In collaboration with the project manager organise monthly meetings with implementing partners to discuss progress and challenges. Carry out extensive visits to sites where the project is implemented including Palestinian camps and deprived neighborhood.
Human Resources and Capacity Building
- Identify staffing needs
- In collaboration with the project manager & Area Manager ensure that appropriate Child Protection Staff (from Save and partners) are recruited for the CP programmes;
- In collaboration with the CP Adviser and the project manager, identify capacity building requirements of child protection staff and deliver technical trainings including for partner’s staff;
- Supervise and coach all direct reports and conduct regular performance reviews for all direct reports;
- Develop personal monitoring plans (including concrete objectives) for each direct report;
- Support supervision, coaching and performance management of all CP staff;
- Participate in the project donor reports writing with the support from the project manager;
- Conduct trainings for relevant local NGOs and local authorities on child protection and child rights;
- Ensure that all child protection staff are complying with the code of conduct and the child safeguarding policy
Coordination and advocacy
- Represent Save the Children at regional cluster/coordination meetings (Protection, child protection, mental health) and other meetings and forums and take a leading role to strengthen the child protection system.
- Ensure that programme interventions continue to be informed by and integrated with other core sectors of Save the Children, such as education, health & nutrition, food security & livelihoods
- Ensure activities are developed in partnership with relevant local authorities and other key stakeholders, including local partners (where present) and aim to establish/strengthen processes and mechanisms at local, district, and national levels. Promote the participation of children in all aspects of the response where possible and appropriate.
- Continuously identify and document child protection issues in Beirut/ Mount-Lebanon/ South, and ensure that relevant stakeholder and duty bearers are informed
- Contribute to the development of case studies for the purpose of reporting, advocacy and media efforts.
Project design
Contribute to the collect of the main protection issues affecting children and the collective responses carried out by Save and other stakeholders (including state institutions and NGO) implemented to date.

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES
- University Degree in social work, social sciences or any related fields
- Two to three years of experience in the Child Protection field
- At least one year of experience with International NGOs
- Experience in team leading and handling programmes action plans
- Experience in Psychosocial Support programming and community mobilisation
- Fluency in written and spoken Arabic and English.
