Child Protection Specialist - Beirut

ROLE PURPOSE: The Child Protection Specialist is a critical position for Save the Children in Lebanon and will play a crucial role in supporting the Child Protection Technical Advisor in ensuring the design, implementation, and monitoring of high quality Child Protection programmes for children across the country. The Child Protection Specialist supports the work in the Child Protection sector be working closely with the Technical Advisor in supporting the implementation of strategic and operational plans, including supporting the development of technical proposals and technical guidelines notes with a particular emphasis on mapping regionally available resources and adapting existing resources to the Lebanese context, maintaining partnerships with Government, UN, NGO and local civil society counterparts, as well as providing capacity building and operational support of our Child Protection teams across three different field locations in Lebanon as per needs identified with the Child Protection Technical Advisor. SCOPE OF ROLE: Reports to: Child Protection Technical Advisor Staff directly reporting to this post: None, but the Child Protection Specialist has dotted line to field level   KEY AREAS OF ACCOUNTABILITY: Strategic planning and leadership Support the development of a full spectrum Child Protection sector strategy supplemented by sectorial log frame for Save the Children in Lebanon, informed by sectorial integration and cross thematic areas. In coordination with Emergency Response Team maintain consistent and coherent engagement in key inter-agency emergency response and coordination mechanisms including the Cluster system relating to child protection. Support on developing the child protection response plan and master budget and contribute to Save the Children’s overall response strategy.   From the strategy initiate programming in the following areas as appropriate: Support to the psychosocial (physical, social, emotional) wellbeing of children and their families, Emergency family tracing interventions and alternative are options for unaccompanied and separated children, utilising tools within the  Inter-Agency Child Protection Information Management System, Prevention and response to child recruitment including advocacy and disarmament, demobilisation and reintegration initiatives, Prevention and response to sexual exploitation and abuse (SEA) and gender-based violence (GBV), Prevention and response to the main risks for children’s exposure to physical harm, Prevention and response to all forms of exploitation including harmful child labour and child trafficking, Integration of child protection in to other core sectors. Ensure clear process in place for tracking and reporting on progress against the Child Protection sector log frame. Ensure child protection programme is developed and implemented in ways responsive to communities, especially children and youth, in line with SCL values and principles, and in line with SCL’s Country Strategic Plan and annual plans. Provide input into programme planning such as country annual plans, area plans, sector strategies and other planning documents, development of concept notes  and proposals and proactively and regularly communicate requirements for program design and implementation to relevant departments and functions Maintain a clear overview of programme progress across the Child Protection sector portfolio to be shared with senior managers. Ensure Child Protection teams at field level better integrate actions with other sectors where possible, and vice versa. Take lead in designing program on the basis of system analysis and monitor that it contributes to strengthen Child Protection System that is resilient to shock.  Programme quality and standards In collaboration with MEAL when required conduct situation analysis, baseline studies, programme reviews, on-going project monitoring, evaluation of the Child Protection programme. Support the Technical Advisor in providing technical expertise, quality assurance and support for Save the Children’s Child Protection programmes, ensuring they are of high quality with reliable data and outcomes. Continuously follow up with Child Protection field staff on their capacity building needs and report back to the Technical Advisor for needs to be integrated in the capacity building plan; Support the development of monitoring, information management, and reporting systems that provide information for reporting and programme improvement (in conjunction with Monitoring, Evaluation, Accountability & Learning (MEAL) and field staff). In collaboration with the PDQ MEAL team, ensure appropriate, timely and accurate data collection against agreed indicators to enable both internal and external reporting. Prepare timely and high quality progress and final reports showing progress against agreed indicators for external and internal stakeholders, especially Members and their donors Conduct regular field visits and promote learning agenda across the programme Provide technical assistance to the program implementation team to produce case studies, programme success stories and learning outcomes Encouraging a culture of learning, creativity and innovation that supports staff to deliver outstanding results for children Develop and lead the research, design innovative programming and promote learning across organization Support the development and maintenance of a central database of tools and guidance to support programme quality in Child Protection and support the mapping and development of technical tools, guidance and documentation as required with a particular focus on ensuring that tools are locally tested and available in Arabic. Support knowledge sharing across teams, and, in coordination with MEAL team, ensure that monitoring and evaluation results are understood and used to improve programmes. In coordination with the Child Protection Technical Advisor, develop “virtual library” of recommended manuals and approaches per type of programme, Ensure documentation of case studies and dissemination of these both internally and externally working with the Media and Advocacy team.  Programme development and resource mobilisation Support the Technical Advisor in maintaining smooth relationships key donors for the Child Protection sector. Ensure field teams are systematically consulted in identifying fundraising needs and priorities in the Child Protection sector. Identify and assess appropriateness of fundraising opportunities. Support the technical development of high quality proposals and Concept Notes for Child Protection Support donor and partner mapping for the Child Protection sector Supporting ongoing update of situation analysis linked to Child Protection needs  Support to programme implementation Support area-based Child Protection teams to finalize field operational work plans, establish clear targets and activity plans for each school or other learning environment. Support the implementation of specific training by identifying local trainers and experts; supporting training delivery; coaching staff on identified issues; following up on training outcomes etc. Support recruitment of Children Protection field staff as needed (drafting/revision of JD/interview grids/technical exams etc.). Assess (in conjunction with line management and Technical Advisor)/support technical work of Programme Managers and support their professional development. Work with field teams to promote and facilitate synergies with other thematic programmes. As needed, participate in technical inputs to procurement of programme goods or services involving multiple locations, large-scale use of resources, and/or a high level of risk to the agency to ensure programme relevance, quality, adherence to technical guidelines, and efficient use of resources. Conduct regular field monitoring of activities. Advocacy and representation and coordintaion Establish strong relationships with Child Protection Global Initiative, Save the Children members, government ministries, donors, UN agencies, Civil Society Organisations (CSO), Networks and Children and Youth Led Groups In emergencies, support the response team to conduct Child Protection assessments using SC assessment processes and tools and the Inter-agency Child Protection Assessment Resource Toolkit. Coordinate with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.  Help shape broader child protection sector strategies through influence of and leadership within inter-agency coordination forums, ensuring the specific needs of children are being addressed.  This may require representing SC within the Child Protection Area of Responsibilities or sub-groups. Strengthening positive, productive relationships with relevant government authorities, donors, partners and Communities. Represent Save the Children’s Child Protection work in Lebanon externally on behalf of the Child Protection Technical Advisor. Represent Save the Children in technical area to government and other agencies on behalf of the Child Protection Technical Advisor. Represent Save the Children on other national/international technical networks as requested by Technical Advisor. Represent Save the Children in Child Protection sector working group meetings and other sector coordination forums in Lebanon in coordination with the Child Protection Technical Advisor. Contribute to development of advocacy messages and materials for Child Protection. General Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. QUALIFICATIONS AND EXPERIENCE Essential Master’s degree  in social work/social science , development  or  other  relevant degree. A BA with a relevant combination of academic qualifications and professional experience may be accepted in lieu of advanced university degree. A minimum of 5 years’ professional experience in the Child Protection sector (NGO/UN or regular schools), including teachers’ capacity building, teaching and/or school management. Previous management experience in an NGO or other humanitarian environment leading Child Protection in emergencies, including experience directing and implementing programs for children in both emergency and development contexts. Demonstrated experience in building capacity of teams and staff Commitment  to  and  understanding of Save the  Children’s  aims,  values  and principles  including rights-based approaches Proven representation and advocacy skills. Strong report writing skills, including experience in writing funding proposals and donor reports. Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties. Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures. Ability to analyse information, evaluate options and to think and plan strategically Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies Fluency in written and spoken English and Arabic. Familiarity with key international standards for humanitarian work. Desirable Understanding of the Monitoring and Evaluation processes and methodologies related to Child Protection Knowledge of key areas of programme operations, logistics and grant management relevant to delivering quality Child Protection programming Technical knowledge and experience in community based Child protection programming Previous work experience in Lebanon in response to the Syrian crisis
