Child Rights Committees Mapping Consultant- Beirut

Project Background Save the Children is partnering with UNICEF to promote social inclusion and child rights in Lebanon. The main objective of this project is to create mechanisms and space which enable boys and girls to exercise their equal right to participate and influence local and/or national decision making. On another front, the Government of Lebanon, Higher Council for Childhood (HCC) with support from UNICEF is in the process of developing the National Child Rights Strategy in Lebanon. Save the Children is cooperating with UNICEF in order to define the needed areas of development of the local level structures to better work on the implementation of the UNCRC, which will inform the above process. The intended activity will start with the mapping of the existing formal and non–formal committees working on children issues / rights as a main component of their work or as a part of their general work (coordination committees, advocacy committees, children committees, youth committees, municipal councils, child protection committees, parents’ committees and other committees) and their outreach coverage. Then, identifying the gaps per geographical area (areas without committees) and identifying the existing structures that are operating in the areas where no committees exist in the field of child rights. SC plans to recruit a Consultant with the necessary competencies and experience, to draw the mapping methodology, to steer the day to day management of the mapping process, and ensure quality data review and collection phases, as well as analysis and final reporting. Objectives and Scope: The purpose of the mapping is 1) to obtain a comprehensive overview of what type of committees are working on children issues / rights (as main scope or one of the components of their work), and 2) to assess the capacities of these committees in order to proceed with capacity building activities including trainings on child rights, child rights programming and child participation in decision making and 3) to provide advice in regards to the organizational and technical capacity gaps and what is needed to move forward with the implementation of the UNCRC on the local level. Save the Children will share and confirm the mapping methodology (including tools) with UNICEF and HCC and AKKAR Network for Development (AND) prior to launching the mapping. The mapping will: Identify the existing formal and non-formal committees,  working on children issues / rights be it as a main component of their work or as a part of their general work (inter alia coordination committees, advocacy committees, children committees, youth committees, municipal councils, child protection committees, parents’ committees and other committees) Cover the following areas: Beirut, Mount Lebanon, South, Beqaa, Tripoli and T5. Identify the linkages between the community and different roles that these committees are playing in order to build on them to enhance these structures. Inform the assessment of the needed areas of development and the development of a capacity building plan in order to be able to refer the identified committees to SC sectors’ and other agencies’ trainings. Process and Methadology: 1.Mapping Process Management A mapping steering committee will oversee the overall Child Rights Committees’ Mapping process. For the day-to-day management of the mapping exercise, a project team will be put together, composed of the SC Child Rights Governance Technical Advisor and A.N.D. NGO Director and the Child Rights Committees’ Mapping Consultant. The CRG TA will supervise the work technically specifically with the consultant and will have a managing and coordination role of the project team. The CRG Specialist will be responsible for the follow up of the implementation of the mapping, ensuring work plan implementation and budget compliance. It is envisaged that the Consultant will be required in country during the inception and secondary data review phases, and subsequently during the primary data review, analysis and final reporting.  2. Sources of Information: The mapping will be conducted using two main sources of information: A secondary data review will be performed, during which available secondary information will be scrutinized in order to prepare for primary data collection and feed into the overall analysis report. Interviews might be conducted with key informants and experts to determine the best sources of secondary data. Following secondary data review, the requirements for primary data collection will be identified by the project team, in order for the research firm to be able to devise the most appropriate primary data collection methodology and design the more relevant data collection tools. The third key implementation process will involve primary data entry, cleaning, validation and aggregation and will be performed by the consultant. Then, he/she will analyse secondary and primary data obtained before convening a final workshop, during which all key findings and analysis will be reviewed and validated by the steering committee and the project team. The Consultant will then initiate the drafting of the final mapping report, including recommendations from all parties to enhance the capacity of these committees.  The Consultant's Tasks The consultant will work within the framework and thematic issues of the Terms of Reference for the Child Rights Committees Mapping in Lebanon established by Save the Children Lebanon Country Office. The consultant will be a member of a Child Rights Committees Mapping Project Group at the Country Office and in cooperation with the project group, and in accordance with established work plan, will be responsible for the completion/submisson of following specific undertakings/deliverables: Detailed mapping methodology document and work plan Matrix of secondary sources of information, including identified gaps Primary data collection methodology document Primary data collection tools  List of interviews with brief summary of interviews Matrix presenting key findings of secondary and primary data Final data validation workshop agenda  Final mapping reports in English and Arabic versions, including the following annexes: Matrix presenting consulted materials and resources, including identified gaps; List of interviewees with brief summary of interviews (if applicable); Matrix presenting key findings of secondary and primary data Bibliography 3. Timeframe and Reporting Requirement A first draft for comments should be ready by the 15th of November 2017 and comments forwarded to the consultant not later than November 30th, 2017. The final data validation workshop is to be conducted before the submission of the final version.   The final document is expected to be delivered to SCL CO by December 31st 2017.    Submission of Proposals  Interested consultants are expected to submit a consultancy proposal including timeline and a budget in USD by the 14th of August 2017 to lebanonhrb@savethechildren.org with “Child Rights Committees Mapping Consultant” in the subject line.  The budget should include all costs for conducting the consultancy and provide for appropriate payment of taxes in the consultant’s country of residence. Once an agreement about the proposal is reached by both parties, Save the Children will sign a contract with the selected professional and ensure payments are done based on agreed deliverables.  Consultant's requirements Experience in conducting mappings of local entities, committees. Demonstrated experience in capacity needs assessments and related analysis and reports writing. Experience in cooperation with governmental representatives and local actors and civil society. Knowledge about rights based approaches to programming and understanding of child focused humanitarian programming is an added value. Fluency in English and Arabic, written and verbal.
