Child Rights Governance Officer - Beirut

ROLE PURPOSE:

The Child Rights Governance (CRG) Officer’s role, in general, is to promote the Rights of the Child in accordance with the United Nations Convention on the Rights of the Child through co-operation with rights holders, local and regional organizations, institutions, and International Organizations.

Furthermore, the CRG Officer, in specific, will be supporting the implementation of a SIDA funded project aimed at empowering adolescents to make them better equipped to cope and recover, to claim their right to be protected and access education. In other words, the program will include child protection, education, peace building, life skills, research and advocacy. The CRG Officer will work closely with the CRG Coordinator and the CRG Technical Advisor to ensure that project objectives are met and that the Adolescents engaged benefit the most from the project.

This should be done according to the guidelines of Save the Children International which aim to strengthen Adolescents as key social players and human beings in their own right.

 

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY

The CRG officer has the following areas of responsibility:

  • Following-up and reporting on objectives that are achieved and on deviations from the Work Plan.
  • Monitoring and reporting budget/expenditures based on the work plan; and analysing Budget-versus-Actual (BVA) reports to assess and report any discrepancies
  • Working with the Monitoring, Evaluation, Accountability and Learning (MEAL) focal point at Beirut Field Office.
  • Conducting and/or assisting project launching session with relevant stakeholders
  • Following up with partners based on contractual agreements made with SCI through conducting field visits, attending project activities and producing timely reports for internal use on the status of on-going programming.
  • Coordinating with Child Protection Staff, Food Security and Livelihoods (FSL) staff, and the project manager to ensure quality based communication with Partners and the proper delivery of services to adolescents.
  • Support CRG Coordinator and Project Manager to conduct trainings for partners as well as individual coaching and on-the-job training.
  • Work with partners to ensure that adequate policies and procedures are in place, including policies on child safeguarding.
  • Liaising with Support Departments on a regular basis (including Finance, Logistics, and Administration) to ensure effective and efficient project delivery.
  • Developing and producing sub-grant communication materials in consultation with relevant stakeholders.
  • Following- up on reporting requirements by partners/grantees.
  • Contributing to advocacy work.
  • Promoting accountability and transparency with all the implementing activities.
  • Complying with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS AND EXPERIENCE

  • Degree in social work, gender studies, international relations, human rights or development studies.
  • 2 to 3 years of experience in program/project management and budget control, including experience working with implementing partners and grantees (experience in Adolescent programming is a plus)
  • Knowledge of the Human Rights and the Child Rights and Gender International Instruments.
  • Experience in reporting.
  • Capacity to combine field and office work.
  • Experience in working with Civil Society Organizations.
  • Proven managerial skills.
  •  Fluency in written and spoken Arabic and English
  • Strength in interpersonal, communication and presentation skills
  • Flexibility and willingness to change work practices and hours, and capability to work in insecure environment 
  • Available to travel in country and outside Lebanon if needed
