Child Rights Governance Programme Coordinator

Save the Children has been operating in Lebanon since 1999 and is recognized for its commitment to accountability, innovation and collaboration.  Save the Children currently implements programs in Child Protection, Education, CRC and Emergency Response throughout Lebanon.   Save the Children is seeking qualified candidates to fulfill the following position for its Lebanon Country Office:   CHILD RIGHTS GOVERNANCE PROGRAMME COORDINATOR – Lebanon Country Office   Role purpose To promote the Rights of the Child in accordance with the United Nations Convention on the Rights of the Child through co-operation with local organizations, institutions, authorities and international organizations.   To contribute to the management of the Child Right Governance Program in Lebanon. This should be done according to the guidelines of Save the Children for the thematic area of child right governance and which aims to strengthen the civil society in which children are perceived as social players and human beings in their own right and ensure significant child participation.   In co-operation with The Lebanon Country Director, Programme Director and staff at Save the Children’s offices, Save the Children Members, national and international organizations and agencies.   Main objective The CRG Program coordinator is responsible for the proper implementation of the Civil Society Program and projects targeting civil society organizations in Lebanon.  This includes budget as well as programmatic monitoring according to the instructions and principles set by the organization.   Support the delivery of effective programmes, in both development and humanitarian contexts, by: Develop annual country CRG action plan with realistic and achievable long-term goals and short-term objectives based on the country strategy. Contribute to the country strategy, especially regarding CRG thematic plans. Prepare periodic and annual reports according to the guidelines and requirement provided by the members and the donors.  Monitor and following up the implementation of the annual action plan and the cooperation agreements with partners making sure that objectives are achieved, and that any deviation from the work plan and budget is reported. Conduct field visits and get regular updates on the status of all children in Lebanon (including Lebanese, Palestinian, Iraqi, Syrian, and others). Coordinate with the stakeholders and duty bearers for a smooth implementation of the CRG programme (Ministries, Higher Council of Childhood, UN bodies, local NGOs, etc.). Finalize and monitor contractual agreements with consultants. Coordinate with programme coordinators to make sure protection issues are integrated within their thematic programmes. Organize and contribute to project events directly implemented by SC (invitees, resource persons, logistics, etc.) Follow up on advocacy and communication work, in coordination with communication department. Provide appropriate and relevant capacity building opportunities to partners, including local NGOs, governmental      institutions, and children in Lebanon. Contribute to the institutional memory and the experience-sharing by reporting, providing feedback, innovating initiatives and by networking with other colleagues/regions. Ensure that documents such as project memos, descriptions and agreements are developed and kept according to approved formats. Contribute to co-ordination between the program areas to ensure maximum impact of the activities in SC’ programs. Develop and review project proposals and respond to funding opportunities by donors in the field of child rights and child right governance. Be an active member of the program team in case of any emergency response and contribute to the country emergency      preparedness plan. Support and stimulate teamwork within SC office. Carry out additional tasks upon need and decision by the Program and Country Directors.   QUALIFICATIONS AND EXPERIENCE At least 3 years experience in project management and budget control, preferably in the field of child rights. At least bachelor degree in child rights related topics such as human rights, social sciences, or development studies. Knowledge and understanding of Human Rights, specifically children’s rights. Capacity to combine field and office work. Very good interpersonal relationship, networking and communication skills. Very good English and Arabic language skills; in addition to good reporting skills. Previous experience in conflict resolution, peace building, and child protection in emergencies is an asset. Knowledge of design, monitoring and evaluation and ability to contribute to fundraising. Ability to work in a team and contribute to a positive working environment. Availability for internal travel and some external travel.
