Child Rights Situation Analysis

1. Introduction

A Child Rights Situation Analysis (CRSA) is an in-depth analysis of the country context and extent to which children’s rights as defined under the Convention on the Rights of the Child (UNCRC) are being achieved. This work includes an analysis of the context, obstacles to, and enablers of, their realisation. A range of perspectives will inform the CRSA, including those of our staff, key stakeholders, children and young people. The contents of the analysis will vary depending upon the context and needs of the country team.

For Save the Children (SC), the CRSA is a process of SC staff working together to deepen our collective understanding of the overall country context, the particular child rights situation in the country, and other key issues that have critical relevance to our work. The ultimate goal of the CRSA is to help country teams inform their strategic focus, programme design, advocacy strategies and other aspects of our work.

 

The primary goal of the CRSA process is for country staff to work together to build a stronger analysis of:

  • The country environment in which we are working
  • The extent to which children’s rights are realized in that context
  • The opportunities and obstacles present in this context.

 

2. Background of SC in Lebanon

SC is the world’s largest independent organisation working on children’s rights, working in more than 120 countries, including in Lebanon where it has been working since 1953. The mission of the organization is to inspire breakthroughs in the way the world treats children and make immediate and lasting changes in their lives.

SC provides children and their families with programming related to Child Rights Governance, Education, Child Protection, Food Security, and Livelihoods, Shelter and Non-Food Items, Water and Sanitation. Due to the Syrian Crisis, from early 2013, SC in Lebanon has expanded the scope of work to serve more children across three field bases: Beirut (covering Beirut, Mt. Lebanon and the South), North (covering Akkar and Tripoli), and Zahle (covering Bekaa valley). 

As part of the preparation of its strategic plan 2019 -2021 and in accordance with a programming cycle, SC in Lebanon wishes to revise a situation analysis on the rights of the child in Lebanon. This activities based on the CRC will highlight the immediate and future problems and needs of children and highlight the challenges that must be overcome to realize the right of children in Lebanon.

 

3. Purpose of the CRSA

The purpose of the CRSA is to gather a solid understanding of the current situation of children in Lebanon and an evidence base upon which to develop a relevant Country Strategic Plan for SC’s Work in Lebanon 2019-2021.  SC’s country strategy will be developed out of the information that is collected and analysed through this process, and in line with SC’s child rights programming approach, our Theory of Change, and our Global Breakthroughs, as adapted to the Lebanon context.

 

4. Processes and timeline of the CRSA
CRSA is a participatory process that includes all stakeholders including children in their diversity. It will be undertaken between January-March 2018.

 

5. CRSA Volunteer role and responsibilities

To support SCI team to undertake a meaningful CRSA, Save the Children is seeking skilled CRSA volunteer to assist in the development of the CRSA.

 

Main Responsibilities

  • Attend skype induction sessions and trainings on the various stages
  • Support the team in using the template and link sources to populate country dashboards
  • Conduct research
  • Support the team in preparation of the workshops including data analysis and presentations
  • Draft issue briefs to inform analysis phase
  • Record minutes of the meetings/workshops
  • Document the analysis conducted by Technical Advisors
  • Complete the templates through data compilation

 

Required skills:

  1. Research experience expertise around Save the Children’s programming
  2. Analytical capacity including ability to interpret information
  3. Written/verbal communication skills
  4. Strong internet research literacy
  5. Arabic and English fluency
  6. Availability between January and March 2018
