Child Rights Situational Analysis (CSRA) Consultancy

 

The overall objective of the Child Rights Situational Analysis (CRSA) is to gather a solid understanding of the current situation of children in Lebanon and an evidence base upon which to develop a relevant Country Strategic Plan for Save the Children’s Work in Lebanon, 2019-2021.  Save the Children is proposing the following process for conducting the CRSA, which aims to maintain a balance between ensuring good-quality data collection and operating a manageable process at country level (given existing constraints in terms of human resources, budget and time).  Save the Children’s country strategy will be developed out of the information that is collected and analysed through this process, and in line with Save the Children’s child rights programming approach, our Theory of Change, and our Global Breakthroughs, as adapted to the Lebanon context.

 

Process

The preliminary analysis will comprise a desk review of existing sources of information on the situation of children in Lebanon, across multiple sectors, including (but not limited to): health and mental health, education, livelihood, nutrition and food security, water and sanitation, labour, disability, harmful traditional practices, appropriate care, and protection issues (violence, abuse, exploitation, and neglect).

The information will be acquired from a range of sources, including but not limited to:  recent assessments (country level, regional and global), government documents, programming reviews/evaluations, population based surveys, SC members reports/publications and other relevant sources of information.  It can include a few key informant interviews, but it will not include substantial primary data collection at this stage.  The main purpose of the first phase is to gain an understanding of what assessment has already been done, and what we already know about children in Lebanon.  This will help us identify the gaps in the existing body of knowledge: what areas still need to be explored, and what questions remain unanswered.

The preliminary analysis is expected to be conducted over a period of two - three weeks in March and April (depending on recruitment and contracting procedures).  On completion of the analysis, Save the Children will invite key staff and possibly stakeholders to a consultation meeting to present the results of the desk review and to discuss the areas that should inform the second phase of the CRSA (primary data collection).  From this consultative meeting, Save the Children and partner organisations participating in the CRSA will agree on the key areas that will be further examined through the data collection exercise, as well as the methodology and tools that will be used for the second phase.         . 

Responsibilities of the consultant

  • Review of the Phase 1 draft dashboard and analysis of issues related to political, economic, social, cultural, religious and demographics (a draft has been developed but needs a review)
  • Oversee the completion of the CRSA Stage 2 dashboard template (powerpoint file), including the oversight of volunteers as the main Focal Points
  • Summarize the previous and ongoing children and youth consultations (documents will be provided by SCI)
  • Fill the Child Rights Analysis tab of the CRSA Stage 2 Worksheet (with support of the relevant Technical Advisors)
  • Document findings of the CRSA analysis workshop including completion of Child Rights Analysis Tab by 12 April
  • Consolidate and refine analysis of CRSA by 20 April

The consultant is required to follow Save the Children processes and guidance.
