Consultant Engineer

Prepare Bill of works (BOW) and Bill of Quantities as and when needed; · Review with the engineers at MEHE, and contracting architect, Architectural drawings to ensure that space provisions and specifications are interpreted correctly so as to minimize changes during construction or rehabilitation and after acceptance and approval of bids; · Follow-up on site supervision visits by the different disciplines designers (architectural, structural, electrical, and mechanical) at intervals appropriate to the various stages of construction or rehabilitation. · Monitor, supervise and inspect the quality of the works so as to ensure conformity with the Technical Specification, Bill of Quantities (BOQ), and Bill of Works, Drawings and design requirements. · Participate upon request with the MEHE Education in Emergency Committee, and provide technical support in the establishment of the Emergency Education Strategy and related assessment of needs, action plan, and technical operations. · Ensure that design architects and contractors are meeting performance standards, as reflected in the specifications; · Participate in the inspection and acceptance committees of School works, furniture and equipment; · Liaise with concerned committees, stakeholders, professionals, technical/field implementers, and units, including international and national organizations. · Facilitate relevant meetings to be held at the MEHE and keep a record of the proceedings. · Prepare and review related proposals and budgets for the MEHE. · Provide the MEHE with coordination support for related capacity building activities. · Prepare and Submit progress reports for all sites under responsibilities; · Streamline activities with MEHE Engineering Coordination Unit · Undertake other related duties as required by MEHE Director General.   Education · Hold a Bachelor degree in Architecture or in relevant discipline (e.g. Engineering). Registered with the Syndicate of Engineers in Lebanon   Knowledge and Experience · shall have a minimum of Eight (8) years of professional local experience in site supervision and civil works execution. · Experience in Lebanese public sector is highly desirable and in intergovernmental or non-governmental organizations is desirable. · Exposure to preparing Specifications and BOQ; · Experience relating to finishes trades (colors, material, etc...)   Skills and Abilities   · Demonstrated ability to work in a team based environment; · Ability to speak, write and communicate clearly and efficiently, ability to communicate with various stakeholders in politically sensitive situations with diplomacy and tact. · Good Design Skills; · Willingness/ Capacity to learn practices and standards; · Demonstrated competence in the use of Microsoft Office and AutoCAD; · Strong communication skills both orally and writing in English and Arabic. French is desirable;
