Deputy Field Manager

Save the Children has been operating in Lebanon since 1999 and is recognized for its commitment to accountability, innovation and collaboration.  Save the Children currently implements programs in Child Protection, Education, CRC, Health and Nutrition, Food Security & Livelihood, Shelter, and Emergency Response throughout Lebanon.   Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Kubayyat: ROLE PURPOSE: The Deputy Field Manager will assist Field Manager in leading on the operational side of managing Save the Children’s programmes in the designated field location, with full oversight of all program interventions in the designated field area. He/she will assist and share responsibilities in management, agency coordination and representation, security, logistics and administration with the Field Manager. S/he will play a key role in building capacity at field level, and ensure the effective scale up in (field location) and scale down once the emergency is over. Among others, his /her responsibilities might include occasional assistance with budget development and oversight of some designated budgets, when and if requested by Field Manager and approved by Director of Programme Operations, and other task given in writing (if not enlisted bellow) by Field manager. KEY AREAS OF ACCOUNTABILITY   The Deputy Field Manager will assist Field Manager in leading on the operational side of managing Save the Children’s programmes in the designated field location. She/he will also assist with the management, agency coordination and representation, security, logistics and administration. S/he will contribute to the capacity building at field level, and ensure the effective scale up in (field location) and scale down once the emergency is over. In particular:   Assisting Field Manager with the implementation of programme and operational activities in the field office, effectively using the assistance of technical sector advisors and operational support staff, and ensuring coherence with SC Lebanon’s national programme approach, global strategy advocacy priorities; Supporting and advising the Field Manager in developing strategic plans for project and organizational expansion in field office location, by maintaining an overview of the external political, social, economic and humanitarian context both locally and nationally; Participating actively in regular consultation meeting (weekly) with all program coordinators to ensure effective, joint and coordinated emergency response and common understanding of all program interventions that needs to be implemented in the field office Empower all team members in the field office and provide capacity building to team members so they can improve their work performance. Enabling environment in which all staff may potentially be promoted to higher roles/positions and gradually take more responsibilities. Sharing work load with the team members – permanently exposing them to new learning opportunities. Ensure that all key positions have adequate back up / replacement – in a way that that at least 2 staff members are capable of carrying forward particular activity  (for example if Admin assistant is away on holiday/sick leave – that another staff member can effectively play that role during her/his absence etc.) Assist Field Manager – ensuring that field office location projects and reports are delivered according to SCI and donor contractual requirements, within the agreed timescale and budget; Effectively using support services (logs, Admin, HR, Finance) to undertake key activities and work alongside the Technical Programme Co-ordinators to ensure that all programme activities run smoothly Working with Field Manager to support the development of Save the Children’s overall response strategy in Lebanon. Assist Field Manager with overseeing programme operations to ensure timely delivery of programme activities (for example, monitoring against log-frames, individual performance management work plans) in close cooperation with the respective program coordinators . Together with the Field Manager oversee multi agency coordination in designated field office, and lend support to Assisting Field Manager in the development of its security procedures and protocols, and ensuring the understanding and strict compliance of staff at all times; Working alongside the Logistics Officer to manage logistics processes to procure, store and distribute stock, supplies and services for the timely delivery of project objectives within the field base or area Assisting Field manager with motivation of the field base staff to perform highly in their respective roles and responsibilities ensuring staff welfare of themselves and the team.  Contribute to weekly/daily/monthly reporting of all operations and programme updates/needs to be send to Operations Areas Roving Manager and Director of Programme Operations Support on staffing structure for the Field base alongside the Field Manager To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct. Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff. Proactively work on the capacity building of all field staff Taking overall responsibility as Acting Field Manager when required by the Field Manager, Operations Areas Roving manager and Director of Programme Operations Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, ensuring the specific needs of children are being addressed. Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures (such as HR manual, Security and safety Manual etc) Ensure the security, health and well being of staff and that staff management and other processes and policies and systems reflect SCI 's principles of equity and fairness. QUALIFICATIONS AND EXPERIENCE   Essential Management experience working in an emergency response contexts or fragile states or equivalent relevant management experience in working with large, diverse teams (up to 50 staff) Education to BA/BSc level in a relevant subject or equivalent field experience Previous experience of project management/cycle, Budget management experience including at least one institutional donor            Field level representation experience Ability to write clear and well-argued assessment and project reports Excellent communication skills Strong influencing skills and experience in advocacy Politically and culturally sensitive with qualities of patience, tact and diplomacy A high level of written and spoken English The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances. Commitment to the aims and principles of SC .
