Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa:
ROLE PURPOSE:
The post holder will assist the FSL Adviser in strategy development in the area of economic recovery/livelihoods, with a particular emphasis on skills development and access to employment in the informal market.
Specifically for livelihoods, and in close cooperation with the FSL Adviser, the Deputy Adviser on Livelihoods will be responsible for conducting needs assessments, specifically on the labour market and skills gaps, and on providing technical guidance to field-based teams in the areas of skills training, entrepreneurship, Small and Medium-sized Enterprises, Access to Business Development Services (BDS), and cooperatives. The Deputy Livelihoods Adviser will be responsible for supporting the field teams to ensure that high-quality activities are implemented in a timely manner; and for providing substantive inputs for the development of proposals and securing of funds for livelihoods programming (including skills development, small businesses, social enterprises and elements of social protection).
Thus, under the guidance of the FSL Adviser, the Deputy Livelihoods Adviser will play a key role in supporting the transition from cash distribution to livelihoods strategies through “integrated” forms of assistance and protection combining immediate financial relief with enhanced skills development or job creation options. In addition, the FSL Deputy Adviser will assist (and upon request, represent) the FSL Adviser in the coordination of all FSL/Economic Recovery activities through active participation in coordination meetings and working groups.
SCOPE OF ROLE:

Dimensions: Save the Children Lebanon country office has a national coverage with three field offices. As the FSL component increases, the Livelihoods Deputy Adviser is crucial for providing technical guidance to field staff on livelihoods programming. In this role, the gender and sustainability dimensions will be key perspectives to mainstream in both technical work and programming.
KEY AREAS OF ACCOUNTABILITY:
Technical Support:
Provide technical support to FSL teams in the area of livelihoods and conduct regular monitoring visits to ensure quality programming is being implemented
Play a key role in building a solid understanding among field teams of emergency, recovery and development livelihoods programming
Conduct regular trainings for staff to build skills and capacity
Monitoring and Evaluation:
Contribute to the development of registration and M&E tools, based on project indicators, as well as databases, and support FSL Advisor in ensuring FSL team has a solid understanding of all tools
Assist FSL Adviser in ensuring that all required project indicators are measured by field teams and evaluated
Strategy and Proposal Development:
Contribute to a longer-term economic recovery strategy which will include livelihoods activities such as micro/small businesses, vocational trainings, agriculture support, etc
Participate actively in/leads needs and market assessments to guide strategy development
Lead on livelihoods proposals, including logical frameworks (and developing measurable indicators to measure outputs/outcomes)
Other:
Provide inputs to sitreps, internal reports and donor reports as required
Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
QUALIFICATIONS AND EXPERIENCE
Degree in Economics, Finance, International Relations, Development studies or similar
field
Minimum 5 years of experience in development/humanitarian work (preferable
emergency), preferably working in livelihoods (employment, social assistance/protection)
Experience in strategy and proposal development à including logical frameworks
Experience in developing M&E tools
Good time management skills
Experience in field work and community mobilization
Fluency in written and spoken Arabic and English
Computer skills
Strength in interpersonal, communication and presentation skills
Flexibility and willingness to change work practices and hours, and capability to work in insecure environment
Available to travel in country
Recommended knowledge and experience:
Livelihoods programming in emergencies
Familiarity with refugee communities in Lebanon
