Economic Recovery Adviser

Save the Children has been operating in Lebanon since 1999 and is recognized for its commitment to accountability, innovation and collaboration.  Save the Children currently implements programs in Child Protection, Education, Health and Nutrition, Food Security and Livelihood, and Shelter CRC and Emergency Response throughout Lebanon.   Save the Children is seeking qualified candidates to fulfill the following positions, on  12 month contracts, for its Lebanon Country Office, in Beirut: ROLE PURPOSE:   The post holder will be responsible for FSL (which will primarily focus around Economic recovery) strategy development; for conducting needs assessments (including market assessments);  ensuring that humanitarian needs are addressed on an ongoing basis; for providing technical guidance to field-based teams and ensuring that high-quality activities are implemented in a timely manner; and developing proposals and securing funding for programming.   In addition, the FSL Adviser will ensure the coordination of all FSL/Economic Recovery activities through active participation in coordination meetings and working groups. The Adviser will also play a key role in advocating for the use of cash-based programming in Lebanon and for the transition from distribution to livelihoods supports.      KEY AREAS OF ACCOUNTABILITY: Technical Support: Provide technical support      to FSL teams and conduct regular monitoring visits to ensure quality      programming is being implemented Ensure field teams have      solid understanding of emergency, recovery and development programming Conduct regular trainings      for staff to build skills and capacity Cash Based Programming (vouchers and cash grants): Calculate appropriate assistance amounts for voucher and cash grants, based on actual market prices, required to meet program objectives Keep updated on Cash-Based Programming payment mechanisms and ensure that the most secure and appropriate mechanisms are used for SCI programming Engage with other INGOs to ensure coordination of activities, including transfer amounts and implementation sites; and advocate for appropriate transfer amounts based on calculations Guide the set-up of the Cash-for-work activities Establish guidelines for using cash for business development (conditional cash grants for micro/small businesses and income-generation activities) Continual contribution to the voucher system which can be used for a variety of goods and services: verify stable access to sufficient supply in target communities contribute to the design of vouchers; work with logistics to find printers; identify suppliers (follow procurement guidelines) à consider program logistics and  positive market impact by engaging more suppliers; in consultation with logistics, design and finalize contracts/MoUs with suppliers Monitoring and Evaluation: Contribute to the      development of registration and M&E tools, based on project indicators,      as well as databases, and ensure FSL team has a solid understanding of all      tools Ensure that all required      project indicators are measured by field teams and evaluated Strategy and Proposal Development: Write proposals, including      logical frameworks (and developing measurable indicators to measure      outputs/outcomes) to secure funding for additional programming; ensure      that appropriate measurable indicators are established Contribute to a      longer-term economic recovery strategy which will include livelihoods      activities such as micro/small businesses, vocational trainings,      agriculture support, etc Lead and conduct needs and      market assessments to guide strategy development Contribute to the      development of Save the Children’s longer-term strategy, which will      include a key livelihoods component Other: Prepare sitreps, internal      reports and donor reports as required Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.   QUALIFICATIONS AND EXPERIENCE Degree in Economics,      Finance, International Relations, Development studies or similar field Minimum 4 years of      experience in development/humanitarian work (preferable emergency),      preferably working in food security and & livelihoods Experience in      cash-based programming Experience in strategy      and proposal development à including logical frameworks Experience in      developing M&E tools Good time management      skills Experience in field      work and community mobilization Fluency      in written and spoken Arabic and English Computer skills Strength      in interpersonal, communication and presentation skills Flexibility      and willingness to change work practices and hours, and capability to work      in insecure environment  Available to travel in      country   Recommended knowledge and experience: Food Security &      Livelihoods in emergencies Familiarity with      refugee communities in country of operation Experience in livelihoods programming   APPLICATION PROCESS   Please note that the closing date for applications is : For Internal applicants (Save the Children Staff) on March 7th.
