Education Adviser

Vacancies Announcement   Save the Children is the leading independent organization creating lasting change in the lives of children in need around the world. Save the Children has been operating in Lebanon since 1999 and is recognized for its commitment to accountability, innovation and collaboration.  Save the Children currently implements programs in Child Protection, Education, Health and Nutrition, Food Security and Livelihood, and Shelter CRC and Emergency Response throughout Lebanon.   Save the Children is seeking qualified candidates to fulfill the following positions, on  6 month contracts, for its Lebanon Country Office, in Beirut: ROLE PURPOSE: As a member of the Education in Emergencies team, the Education Adviser will oversee the planning and implementation of the Education in Emergencies programme under the supervision of the Education Manager. The Education Adviser will ensure that the education intervention is of a high technical quality, that monitoring processes are in place, that high quality timely reporting occurs, and that the programme is continually assessed and solutions quickly put in place for a change of context.   KEY AREAS OF ACCOUNTABILITY: Programme Management With the Education in      Emergencies team, finalize operational work plans, establish clear targets      and activity plans per school (which may include early childhood      development centers) Ensure that protection and      WASH teams are coordinated with education; similarly link with health and      nutrition as appropriate Manage the interface      between the field teams and technical advisory team Monitor expenditure based on implementation      plan Produce timely reports for internal and external use Liaise on a daily basis with      finance, logistics, and administration to guarantee the smooth running of      programmes Comply with      delegated budget holder responsibilities Develop clear monitoring and evaluation      plans, including feedback mechanisms to track progress Ensure recognized international      best practices and Save the Children policies are applied in the work with      children   External Relationships Maintain strategic links with key duty bearers and stakeholders such as governmental bodies, UN agencies, INGOs and other local NGOs and CBOs, identify opportunities and ensure Save the Children’s participation in key activities of the national and local level   Programme development Participate in the continuous assessment of mid and long term education needs and ensure that it is appropriately reflected in sectoral meetings Work with colleagues from other sectors to ensure regular coordination at strategic and programmatic level, and, together with other team members and children, identify programme gaps and ensure appropriate action is taken Oversee knowledge sharing across teams, and ensure that monitoring and evaluation results are understood and used to improve programs   Monitoring and Evaluation Ensure clear plans in place for monitoring and evaluating project activities in relation to the objectives and that lessons learnt are shared and capitalized on Ensure that projects are monitored regularly, and that data is collected on a weekly, monthly and quarterly basis Regularly visit project sites to ensure that teams are appropriately supported QUALIFICATIONS AND EXPERIENCE 5 years management experience in an NGO environment, including education and emergencies experience Masters       degree  in  education, development  or       other  social  sciences       A very good understanding of others sectoral      programs and a working knowledge of the program priorities of the Country      Office  Knowledge in logistics, including procurement Knowledge      of international humanitarian systems, institutions and donors, and of      procedures, accountability frameworks and best practices in emergency      management Knowledge of effective financial and grand      management, particularly from major institutional donors Solid      project management skills related to organisational development projects      and cross-functional teams with a proven history of delivering results Ability to analyze information, evaluate      options and to think and plan strategically An       in-depth  understanding  of       national  development  issues       in particular in relation to children Excellent interpersonal, communication and      presentation skills Fluency in written and spoken English  and Arabic Ability      and willingness to change work practices and hours, and work with incoming      teams in the event of major emergencies Commitment  to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches   APPLICATION PROCESS   Please note that the closing date for applications is March 13th.   The selection committee will review all applications as they are received.
