Education Officer - Zahle

ROLE PURPOSE: As a member of the Education in Emergencies team, the Education Officer will oversee the planning and implementation of the Education in Emergencies activities in funded programmes in the Bekaa for affected communities under the supervision of the Education Coordinator. The Education Officer will work towards ensuring the programme is of a high technical quality, monitoring processes are in place, that timely reporting occurs, and that the programme is continually assessed and solutions quickly put in place for a change of context.

KEY AREAS OF ACCOUNTABILITY:

Programme Implementation Support

  • Following-up and reporting on objectives that are achieved and on deviations from the partner’s Work Plan.
  • Working with the Monitoring, Evaluation, Accountability and Learning (MEAL) focal point at Zahle Field Office.
  • Conducting and/or assisting project launching session with relevant stakeholders
  • Following up and monitoring partners/grantees based on contractual agreements made with SCI through conducting field visits, attending project activities and producing timely reports for internal use on the status of on-going programming.
  • Planning and carrying out Capacity Building Needs assessments of partners and developing capacity building plans based on the needs identified
  • Preparing and conducting trainings for partners as well as individual coaching and on-the-job training
  • Work with partners to ensure that adequate policies and procedures are in place, including policies on child safeguarding.
  • Liaising with Support Departments on a regular basis (including Finance, Logistics, and Administration) to ensure effective and efficient project delivery
  • Following- up on reporting requirements by partners/grantees.
  • Contributing to advocacy work.
  • Ensuring that the sub-grant agreements, terms of references, terms of partnerships, as well as other relevant contractual documents are in place new partnerships
  • Promoting accountability and transparency with all the implementing activities.
  • Complying with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

Monitoring and Evaluation

  • Lead and report on monitoring and evaluating project activities
  • Ensure that data is collected on a weekly and monthly basis from partner
  • Regularly visit project sites to ensure that implementing partners and teachers are appropriately supported.

Child Protection

  • Ensure a strict adherence to the principles of Child Protection at all times, including respect for confidentiality and child centred approach, acts in the best interests of the child.

QUALIFICATIONS AND EXPERIENCE

  • At least three years experience in education, preferably in an NGO environment or educational setting
  • Bachelors  degree  in  education, development  or  another  social  science 
  • An understanding of formal and non-formal education
  • Understanding of government institutions, particularly the public school
  • Ability to analyze information, evaluate options and to plan strategically
  • A demonstrated understanding of national development issues in particular in relation to children
  • Strength in interpersonal, communication and presentation skills
  • Fluency in written and spoken Arabic, and either English or French
  • Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
