The specific evaluation objectives are:
- To assess the relevance and effectiveness of the recreational, cultural, and expressive art activities provided to children and caregivers;
- To assess the relevance and effectiveness of the ECCD/RC/Life skills courses methodologies and activities with children, youth and teachers ;
- To assess the effectiveness of the ASRH sessions conducted by the Child Protection sector versus those by the Health sector;
- To review the sustainability of the ECCD/RC/Life Skills methodologies and activities in Tripoli and Bekaa;
- To assess the impact of the program in terms of improved learning outcomes, access to education and the recreational, cultural, and expressive art activities for targeted children, youth and caregivers;
- To assess the effectiveness of the case management of existing caseload of medium and high-risk cases in Akkar;
- To assess whether the youth life skills and community led initiative trainings have contributed to their greater engagement in their communities.
The evaluation will focus on the education and youth engagement components of the program, while looking at the integration aspect of education and child protection activities. The evaluation will cover all geographical areas where the education, child protection and youth engagement components were implemented and look at particular impact on children, parents or caregivers and the wider communities. The evaluation will review the phasing of the education, child protection and youth engagement activities, from community sensitization to children enrollment, recreational, cultural, and expressive art activities and youth trainings to the completion of the ECCD/RC/Life skills classes, and draw recommendations on possible implementation improvements.
Expected outputs will include:
Inception report including methodology and adapted tools
Debrief with program and management staff
Draft key findings/lessons learned document, to be presented during workshop
Workshop with program staff, partner staff, participating communities and other stakeholders
Final report (data set for qualitative data in annexes)

- Master’s degree in planning, monitoring and evaluation, human sciences, education, child related studies or a Social Sciences field relevant to international development assistance.
- At least 5 years of professional work experience at national and/or international levels in evaluation of emergency programmes, relevant to Education and Child Protection programmes. Experience working in the UN or other international development organization is an asset.
- Knowledge of Education/Child Protection programmes in crisis context, knowledge of Near/Middle-East context is an advantage
- Demonstrated analytical, writing skills, fluent written and verbal English
- Excellent knowledge of Arabic is an asset.
