Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office open ended, in the following locations Akkar and Bekaa:
ROLE PURPOSE:
The Field Manager will lead on the operational side of managing Save the Children’s programmes in the designated field location, with full oversight of all program interventions in the designated field area.
He/she will lead in management, agency coordination and representation, security, logistics and administration. S/he will play a key role in building capacity at field level, and ensure the effective scale up in (field location) and scale down once the emergency is over.
Among others, his /her responsibilities might include budget development and oversight of all budgets, when and if requested by Operations Director, and other task given in writing (if not enlisted bellow) by Operations Director.
KEY AREAS OF ACCOUNTABILITY
Managing the implementation of programme and operational activities in the field office, effectively using the assistance of technical sector advisors and operational support staff, and ensuring coherence with SC Lebanon’s national programme approach, global strategy advocacy priorities;
Supporting and advising the Operations Director in developing strategic plans for project and organizational expansion in field office location, by maintaining an overview of the external political, social, economic and humanitarian context both locally and nationally;
Having regular consultation meeting (weekly) with all program coordinators to ensure effective, joint and coordinated emergency response and common understanding of all program interventions that needs to be implemented in the field office under his/her management
Empower Deputy Field Manger and provide capacity building to him/her so that Deputy can grow in its position and gradually take more responsibilities, sharing work load with the Field Manager – enabling him/her to play a role of Acting Field Manager when it is required (such as in case of the Field Managers absence, holidays, sick leave etc. )
Ensure that field office location projects and reports are delivered according to SCI and donor contractual requirements, within the agreed timescale and budget;
Effectively using support services (logs, Admin, HR, Finance) to undertake key activities and work alongside the Technical Programme Co-ordinators to ensure that all programme activities run smoothly
Working with Operations Director to support the development of Save the Children’s overall response strategy in Lebanon, including a master budget.
Oversee programme operations to ensure timely delivery of programme activities (for example, monitoring against log-frames, individual performance management work plans) in close cooperation with the respective program coordinators .
Oversee multi agency coordination in designated field office, and lend support to overall interagency cluster where appropriate
Acting as security focal point for field office location, assisting in the development of its security procedures and protocols, and ensuring the understanding and strict compliance of staff at all times;
Working alongside the Logistics Officer to manage logistics processes to procure, store and distribute stock, supplies and services for the timely delivery of project objectives within the field base or area
Manage and motivate field base staff to perform highly in their respective roles and responsibilities ensuring staff welfare of themselves and the team.
Weekly reporting of all operations and programme updates/needs sent to the Operations Director
Support on staffing structure for the Field base alongside the Operations Director
To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff. Proactively work on the capacity building of all field staff
Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, ensuring the specific needs of children are being addressed.
Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures (such as HR manual, Security and safety Manual etc)
Ensure the security, health and well being of staff and that staff management and other processes and policies and systems reflect SCI 's principles of equity and fairness.
QUALIFICATIONS AND EXPERIENCE
Essential
Significant management experience working in an emergency response contexts or fragile states
Education to MSc/MA/MEng level in a relevant subject or equivalent field experience
Previous experience of managing a large team (50 -100 staff)
Previous experience of project management, including multi sector programmes
Budget management experience including institutional donors
Security management experience in insecure environments
Field level representation with key stakeholders and co-ordination with other NGOs/UN
Demonstrable experience of M&E and beneficiary accountability
Ability to write clear and well-argued assessment and project reports
Excellent communication skills
Strong influencing skills and experience in advocacy
Politically and culturally sensitive with qualities of patience, tact and diplomacy
A high level of written and spoken English
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
Commitment to the aims and principles of SC . In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
Fluency in Arabic
