ROLE PURPOSE:
To support the Senior Logistics Officer to organise and manage procurement for SCL in Tripoli, providing programmes and operational support teams with the goods and services they need to facilitate our work for children.
KEY AREAS OF ACCOUNTABILITY:
Fleet Management: SCL FO Movement Planning
Day-to-day management of the fleet assigned to area of operation.
Ensure vehicles have correct equipment and sufficient fuel for the planned trip.
Ensure safety standards in all vehicles in the fleet, including availability of necessary safety accessories and communication equipment
Complete and update daily vehicle movement and service board and ensure vehicles are tracked when away from base.
Collate transport requests and complete weekly movement plan.
Ensure correct utilization and allocation of fleet across the programme.
Fleet Management: SCL FO Maintenance
Ensure planned preventative maintenance is carried out to a high standard with minimum disruption to programme activities.
Responsible for the maintenance and repair of the vehicles.
Inspect any work that is contracted out to other workshops.
Report any faults that are not repaired and any damage caused by user error to the logistics/transport officers.
Manage fuel, fluids and spares stocks as needed.
Fleet Management: SCL FO Staff management
Manage drivers in area of operation.
Ensure drivers are trained in SC policies and procedures, first aid, care of their vehicles and use of vehicle in off road conditions.
Fleet Management: SCL FO Rental Vehicles
Ensure rental vehicles are fit for purpose and that hired drivers have an acceptable level of skills and are briefed on Save the Children policies and code of conduct.
Fleet Management: SCL FO Procurement
Responsible for the procurement of vehicles and fuel, in line with SCI’s Global and SCI Lebanon’s Local Fleet Policies.
Taxi procurement when no other vehicles available and in agreement with line-manager
Rental car procurement follow-up with Beirut CO F&A Officer.
Fleet Management: SCL FO Reporting
Record all work and costs for each vehicle in log books and vehicle files.
Maintain and update all required records and paperwork for vehicles and drivers.
Collate and analyses all fleet data and forward to Logistics Manager/Coordinator.
Follow up on all vehicle accidents ensuring proper reporting and appropriate actions taken.
SCL-FL-03 Fleet Monthly Analysis Report updated on monthly basis and reported to Senior Logistics Officer.
Monthly and weekly Vehicle Movement Plan updated on weekly basis and reported to Senior Logistics Officer.
Asset Management
Responsible for ensuring that all assets are recorded, managed and disposed of according to the SCI Asset Guidance within the SCI Finance Manual (section 5), with tasks including:.
Implement and maintain Save the Children Asset Management System (registration, control and tracking).
Keep up-to-date lists of all assets and inventory items in compliance with Save the Children policy
Cooperate with relevant departments to ensure proper tracking methods are followed to monitor the movement/changes of any assets and ensure proper control/handling of equipment at all times
Tagging of all new assets
Issuing and Filing of all Asset Issue Forms, ensuring they are approved by the relevant Budget Holder
Filing of all relevant documents associated to the assets
Ensuring damaged or broken assets are reported and filing of all Repairs/Return Requests
Managing temporary loans of assets, from pooled assets (using the Asset Loan Register).
Ensure that the asset register is up to date.
Ensure that assets are managed in line with individual donor requirements.
Ensure that assets are physically verified on a Quarterly basis.
Ensure that all assets are signed for by users.
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES
Essential
Fluency in written and spoken English and Arabic.
Highly computer literate, particularly with Excel
Previous experience of procurement or supply chain management.
Desired
Previous experience working for NGOs.
