ROLE PURPOSE:
The FSL & Social Protection Programme Manager will be based in North Lebanon, managing FSL, Cash and Shelter sectors.
He/she will ensure that SC interventions are of the highest technical quality that programs are delivered on time with proper budget and staff management, that monitoring processes are in place, that reporting is high-quality and timely, that programmes are continually assessed and solutions quickly put in place for any changes in local context. He/she will also contribute to proposal development and partnership management whenever this is applicable.

KEY AREAS OF ACCOUNTABILITY:
Programme implementation
- Oversee the overall implementation of Save the Children’s FSL, Cash & Shelter interventions ensuring that the highest technical standards are respected and targets are timely met.
- With the FSL Adviser and Chief of Party and Area Manager, finalize implementation plans for each FSL and Shelter projects, and oversee teams and partner’s work plans in line with the implementation plan.
- Liaise regularly with communities/municipalities and ensure community participation especially children, youth and women in all steps of project cycle, and grant acceptance of Save the Children’s FSL and shelter programming.
- Oversee shelter and FSL budgets, financial reporting and forecasting ensuring timely and proper budget management by monitoring budget/expenditure based on the implementation plan and analysing Budget-versus-Actual reports to assess any discrepancies.
- Work closely with logistics and human resources teams to ensure procurement and recruitment plans are in place, respectively, and ensure relevant follow-up.
- Produce timely reports for internal use on the status of on-going programming; and contribute to donor reporting in compliance with SC and donor’s requirements.
Programme development
- Work closely with MEAL and technical advisors to develop and implement needs assessment and provide analysis and contextual expertise in to the proposal development.
- Lead local market assessments to determine supply of essential goods for cash programming, or appropriate interventions for skills development/income-generation.
- Work with the area management and technical advisors to support a multi-sectorial programming through raising needs and opportunities.
- Assure and ensure risk assessments and mitigation plans are in place for child safeguarding.
- Provide inputs into the development of concept notes, proposals, and budgets related to FSL and shelter.
Monitoring and Evaluation
- With the support of the FSL and Shelter advisers, develop and operationalize monitoring and evaluation mechanisms for Save the Children food security and livelihoods projects.
- Ensure clear plans in place for monitoring and evaluating project activities in relation to Save the Children and donor objectives and that lessons learnt are shared and capitalized on.
- Ensure that projects are monitored regularly, and that data is collected on a weekly, monthly and quarterly basis.
- Analyse and evaluate monitoring data to understand impact of project and identify lessons learned for future programming.
- Regularly visit project sites to ensure that teams are appropriately supported and a safe programming approach is assured.
Team Capacity Building
- Support FSL Adviser in the compilation of tools and materials for aligning FSL capacity across field offices, and identify and address gaps with the FSL TA.
- Assess training needs within the FSL and shelter project’s team and develop an overall capacity building plan while also participating in training and coaching for other field offices when needed.
- Support in the design and development of trainings and FSL technical capacity building materials for staff and partners as needed to improve their technical expertise
- Lead, manage and motivate staff under direct line management, ensuring that they have clear objectives and receive meaningful constructive feedback on their performances
Partnership Management
- Update the existing partner mapping and explore new partnership opportunities in the North.
- Responsible for the identification of and continuous management of local partners under the FSL and shelter programs.
- Support in the completion of partner assessments and work closely with partners on development of proposals and budgets for their sub-award agreements while also identifying priority gaps in partners’ thematic capacity.
- Facilitate technical and organizational support to partners to ensure timely quality programming.
Coordination and representation
- Maintain strategic links with key stakeholders such as governmental bodies, UN agencies, INGOs and other local NGOs and CBOs, identify opportunities and ensure Save the Children’s participation in key activities of the local level.
- Represent Save the Children at appropriate coordination meetings.
Other
- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
QUALIFICATIONS AND EXPERIENCE:
- Degree in Economics, Finance, International Relations, Development studies or similar field
- Strong experience of humanitarian food security and & livelihoods programming; experience in cash and voucher programming is essential (Not less 12 months in a similar role)
- Demonstrated experience in managing a team in a humanitarian context
- Excellent time management skills
- Strong experience in field work and community mobilization; and in training groups of beneficiaries
- Fluency in written and spoken English
- Strength in interpersonal, communication and presentation skills. Previous experience of liaising with the UN, national and donor governments and NGOs as advantage.
- Flexibility and willingness to change work practices and hours, and capability to work in insecure environment
