Food Security and Livelihoods Coordinator - Beirut

ROLE PURPOSE:

The Food Security and Livelihoods Coordinator (FSL Coordinator) will be based in Beirut. As a member of the Food Security and Livelihoods (FSL) team, the FSL Coordinator under the supervision of the FSL Manager will oversee on the implementation of FSL programs in Beirut and support program assessment and design.

S/he will ensure that the FSL intervention is of the highest technical quality, that monitoring processes for local organizations are in place, that reporting is high-quality and timely, and that the program is continually assessed and solutions quickly put in place for any changes in local context.

CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

KEY AREAS OF ACCOUNTABILITY:

Program Management

  • Responsible for the implementation of Save the Children’s FSL projects. 
  • Support partners in approaches and tools development and in designing appropriate, segment specific market linkage activities.
  • Monitor project budget and implementation plans and recommend necessary adjustments required to meet our goals.
  • Prepare weekly and monthly work plans in line with the implementation plan and ensure timely implementation of activities in line with the plans (including beneficiary registration, trainings, data collection and distributions).
  • Liaise regularly with communities/municipalities to ensure participatory approaches and acceptance of Save the Children’s FSL programing.
  • Work closely with the local organization working under the project to develop, deliver and monitor the capacity building plan.
  • Participate actively in the collection and analysis of information used to determine vulnerability, and contribute to the establishment of transparent targeting criteria.
  • Analyse information to select intervention sites.
  • Analyse and evaluate monitoring data to understand impact of project and identify lessons learned for future programing with the Area Manager and the FSL technical advisor.
  • Contribute to local market assessments to determine sectors of intervention, and value chain as well as the impact of programing on markets.
  • Produce timely reports for internal use on the status of on-going programing; and lead on donor reporting in close coordination with local partners at field and national level.
  • Liaise on a daily basis with finance, logistics, and administration to guarantee the smooth running of programs.
  • In close coordination with the partnership manager and area manager support the partnership manager including mapping, assessment, capacity development and phase out.

Program Development

  • Participate in the continuous assessment of mid and long term FSL needs and ensure that it is appropriately reflected in sectoral meetings.
  • Support market research and ensure that it is appropriately reflected to the FSL program manager.
  • With other team members (and communities), identify program gaps and ensure appropriate action is taken.
  • Oversee knowledge sharing across teams, and ensure that monitoring and evaluation results are understood and used to improve programs.
  • Support the FSL Technical Advisor in the design of new interventions related to food security and livelihoods.

Monitoring and Evaluation

  • Ensure clear plans in place for monitoring and evaluating project activities in relation to Save the Children and donor objectives and that lessons learnt are shared and capitalized on.
  • Support the partner’s teams to ensure that projects are monitored regularly, and that data is collected on a weekly, monthly and quarterly basis.
  • Contribute to the development of data collection tools and databases.
  • Regularly visit project sites to ensure that teams are appropriately supported.

External Relationships

  • Maintain strategic links with key stakeholders such as governmental bodies, UN agencies, INGOs and other local NGOs and CBOs, identify opportunities and ensure Save the Children’s participation in key activities of the local level with the Area Manager.
  • Represent Save the Children at appropriate coordination meetings.

General

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

 

QUALIFICATIONS 

  • Degree in Economics, Finance, International Relations, Development studies or similar field
  • Fluency in written and spoken Arabic and English

EXPERIENCE AND SKILLS

  • Minimum 3-5 years of experience in development programs, preferably working in Food Security nd & Livelihoods
  • Experience in working with local organizations
  • Good time management skills
  • Experience in data collection and analysis
  • Experience in field work and community mobilization; and in training groups of beneficiaries
  • Computer skills (especially Excel)
  • Strength in interpersonal, communication and presentation skills
  • Flexibility and willingness to change work practices and hours, and capability to work in insecure environment 
  • Previous experience in Food Security & Livelihoods in emergencies
  • Community-based participatory approach
  • Available to travel in country
