ROLE PURPOSE:
As a member of the Food Security and Livelihoods (FSL) team, the FSL Coordinator under the supervision of the Food Security and Livelihoods Program Manager will oversee on the implementation of the FSL programmes in Bekaa and support programme assessment and design.
S/he will ensure that the FSL intervention is of the highest technical quality, that monitoring processes are in place, coordination with local implementing partners is proactive, reporting is high-quality and timely, and that the programme is continually assessed and solutions quickly put in place for any changes in local context.

KEY AREAS OF ACCOUNTABILITY:
Programme Management:
- Participate in implementing Save the Children’s FSL project with focus on Micro Small and Medium (MSME) support and Business Development Services (BDS) including guiding MSMEs acquisition of key concepts related to BD, one-to-one coaching and capacity building
- Support the local implementing partner and subsequently MSMEs in business planning, disbursement and management of small cash grants and financial reporting.
- Contribute to the implementation of local media campaigns targeting mainly youth and entrepreneurs.
- In close coordination with the local implementing partner, lead an extensive service mapping exercise in the selected areas of interventions to identify business opportunities, entrepreneurship initiatives and start-ups in Bekaa region.
- Support the implementing partner in the inclusion strategy with main focus on including people with disabilities, special needs and youth.
- Participate in the whole partnership process of SCI to identify and select a local implementing partner including: mapping, initial meetings, assessment, development of capacity building plan and continuous monitoring and evaluation.
- Lead the local market assessments component in the project to determine supply of essential goods; as well as the impact of intervention on markets.
- Work closely with project consultants and facilitate their integration in the program and interaction with implementing partner and local stakeholder
- Upon the request of the FS&L PM, coordinate directly with major stakeholder including UNHCR, WFP, Chamber of Commerce, UNDP and UNICEF and any other local entity as required
- In close coordination with FS&L PM, prepare weekly and monthly work plans for the local implementing partner in line with the global project implementation plan and ensure timely implementation of activities
- Support the Project Manager in monitoring the project budget and implementation plans of the local partners and recommend necessary adjustments required to meet our goals
- Liaise regularly with communities/municipalities to ensure participatory approaches and acceptance of Save the Children’s FSL programming
- Assist with the training of the FSL Assistants and Officer to ensure they have solid understanding of key programme documents and tools, including M&E tools
- Actively participate in the collection and analysis of information used to determine vulnerability, and contribute to the establishment of transparent targeting criteria
- Produce timely reports for internal use on the status of on-going programming; and lead on donor reporting at field office level
- Liaise on a daily basis with finance, logistics, and administration to guarantee the smooth running of programmes
Programme development
- Participate in the continuous assessment of mid and long term FSL needs and ensure that it is appropriately reflected in sectoral meetings
- With other team members (and communities), identify programme gaps and ensure appropriate action is taken
- Oversee knowledge sharing across teams, and ensure that monitoring and evaluation results are understood and used to improve programs
Monitoring and Evaluation
- Ensure clear plans in place for monitoring and evaluating project activities in relation to Save the Children and donor objectives; and that lessons learnt are shared and capitalized on
- Support the Field teams to ensure that projects are monitored regularly, and that data is collected on a weekly, monthly and quarterly basis
- Contribute to the development of data collection tools and databases
- Regularly visit project sites to ensure that teams are appropriately supported
External Relationships
- Together with Area manager maintain strategic links with key stakeholders such as governmental bodies, UN agencies, INGOs and other local NGOs and CBOs, identify opportunities and ensure Save the Children’s participation in key activities of the local level
- Represent Save the Children at appropriate coordination meetings

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES
Essential
- Degree in Economics, Finance, International Relations, Development studies or similar field
- Strong understanding of the Lebanese Eco-system and mainly Bekaa (central Bekaa region )
- Minimum 3 years of experience in implementing MSME and BDS program with INGO or private sector
- Good time management skills
- Strong reporting, interpersonal and communication skills
- Previous working experience with local organization is a plus
- Experience in data collection and analysis
- Experience in field work and community mobilization; and in training groups of beneficiaries
- Fluency in written and spoken Arabic and English
- Computer skills (especially Excel and Power Point)
- Flexibility and willingness to change work practices and hours, and capability to work in insecure environment
