Food Security and Livelihoods Officer - Zahle

ROLE PURPOSE:

The FSL officer will deliver humanitarian assistance in order to ensure a smooth implementation and monitoring of food security and livelihoods projects. This includes cash projects (conditional, unconditional, cash-for-work) as a mechanism for assistance, vocational training and small business development.

KEY AREAS OF ACCOUNTABILITY:

Programme design and implementation

• Ensure implementation of verification and safety net activities in line with programme implementation plans and in line with donor requirements/ indicators
• Act as the main liaison between communities and municipalities and the Save the Children office; maintain good relationships with beneficiaries, and professional relationships with local leaders/authorities
• Act as focal point with Implementing partner
• Actively participate in the collection and analysis of information used to determine vulnerability, and create transparent targeting criteria
• Assist the Programme Coordinator to organize beneficiary registration and distributions in collaboration with communities
• Identify appropriate Home Based Skills and Vocational Training activities in coordination with communities, committees and municipalities
• Assist in the development of employability mapping, data collection for market assessment etc
• Promote accountability and transparency with all the implementing activities.
• Assist in the development of training/ awareness raising materials, and organize and conduct trainings for programme beneficiaries and stakeholders
• Assist with the training of the FSL Assistants to ensure they have solid understanding of key programme documents and tools, including Monitoring and Evaluation questionnaires
• Participates in internal and external coordination meetings as required, and interact regularly with Save the Children’s other sectors (education, child protection, health/nutrition, shelter) to ensure coordinated and efficient programming

Programme monitoring

• Prepare weekly and monthly work plans jointly with implementing partners and follow up
• Organise collection of market data from local shops and suppliers
• Organize and assist in data collection and analysis for beneficiary and community selection, as well as for monitoring and evaluation
• Work with logistics staff for programme procurements  and for the identification and contracting of local suppliers/traders
• Produce timely reports for internal use on the status of on-going programming

QUALIFICATIONS AND EXPERIENCE

• Degree in Economics, Finance, International Relations, Development studies or similar field
• Minimum 2-3 years of experience in development programs, preferably working in food security and & livelihoods, and with experience in cash/voucher activities
• Experience in managing a team
• Good time management skills
• Experience in data collection
• Experience in field work and community mobilization; and in training groups of beneficiaries
• Fluency in written and spoken Arabic and English
• Computer skills (especially Excel)
• Strength in interpersonal, communication and presentation skills
• Flexibility and willingness to change work practices and hours, and capability to work in insecure environment 
• Available to travel in country
• Experience of working within SCI is a benefit
