Food Security, Livelihoods And Child Protection Coordinator

ROLE PURPOSE: The Food Security, Livelihoods (FSL) and Child Protection (CP) Coordinator will lead on the implementation of the Food Security and Livelihoods Programme in Beirut and Mt. Lebanon. S/He will oversee the planning and implementation of the Food Security and Livelihoods programme in Beirut under the technical supervision of Adviser/Project Manager, and the day-to-day supervision of the Deputy Area Manager in Beirut Field Office. The FSL/CP Coordinator will ensure that the interventions are of a high technical quality, that monitoring processes are in place, that reporting is high-quality and timely, and that the programme is continually assessed and solutions quickly put in place for any changes in context. SCOPE OF ROLE: Reports to: Deputy Area Manager Staff directly reporting to this post:  FSL Officer(s)   KEY AREAS OF ACCOUNTABILITY: Programme Management: Responsible for the implementation of Save the Children’s interventions while ensuring that the highest technical standards are respected Phased budget, Procurement Plan, HR plan, etc. for each  project Support the set-up and design of activities Prepare weekly and monthly work plans in line with the implementation plan  and ensure timely implementation of activities in line with the plans (including beneficiary registration, trainings, data collection and distributions) Liaise regularly with communities/municipalities and ensure community participation especially children, youth and women in all steps of project cycle, and grant acceptance of Save the Children’s programming Participate in the training of the FSL Officers and Assistants to ensure they have solid understanding of key programme documents and tools, including Monitoring and Evaluation tools Monitor budget/expenditure based on the implementation plans; and analyse Budget-versus-Actual reports to assess any discrepancies and ensure timely expenditure. Produce timely reports for internal use on the status of on-going programming; and produce donor reports (Monthly and Yearly reports) Liaise on a daily basis with finance, logistics, and administration to guarantee the smooth running of programmes that include movements planning, internal request, procurement, payments, HR, etc. Lead, manage and motivate staff under direct line management, ensuring that they have clear objectives and received meaningful feedback on their performance. Programme development Participate in the continuous assessment of mid and long term needs and ensure that it is appropriately reflected in sectoral meetings Work with colleagues from other sectors to ensure regular coordination at strategic and programmatic level and ensure multi-sectoral programming. With other team members (and communities), identify programme gaps and ensure appropriate action is taken Oversee knowledge sharing across teams, and ensure that monitoring and evaluation results are understood and used to improve programs Contribute to proposal development related tasks Work closely with Deputy Area Manger to assess and identify potential local partners for future programme scale up. Monitoring and Evaluation With the support of the adviser/Project Manager, develop and operationalize monitoring and evaluation mechanisms for Save the Children child protection projects Ensure clear plans in place for monitoring and evaluating project activities in relation to Save the Children and donor objectives; and that lessons learnt are shared and capitalized on Ensure that projects are monitored regularly, and that data is collected on a weekly, monthly and quarterly basis Contribute to the development of data collection tools and databases Regularly visit project sites to provide technical and managerial guidance/support and identify issues that need timely action and support at different levels. Analyse and evaluate monitoring data to understand impact of project and identify lessons learned for future programming External Relationships Maintain strategic links with key stakeholders such as governmental bodies, UN agencies, INGOs and other local NGOs and Community Based Organisations, identify opportunities and ensure Save the Children’s participation in key activities of the local level. Represent Save the Children at appropriate coordination meetings (,basic assistance working group, and child protection sector working group etc). QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES                  Strong experience of humanitarian/development, child protection programming; experience in youth skills development programming is desirable Degree in Social work, Psychology, International Relations, Development studies or similar field Demonstrated experience in managing a team in a humanitarian context Excellent time management skills Strong experience in field work and community mobilization; and in training groups of beneficiaries Fluency in written and spoken English and Arabic Computer skills (especially Excel) Strength in interpersonal, communication and presentation skills. Previous experience of liaising with the UN, national and donor governments and NGOs as advantage. Flexibility and willingness to change work practices and hours, and capability to work in insecure environment Available and willing to travel throughout Lebanon
