Human Resources Officer - Recruitment

ROLE PURPOSE: The Human Resources Officer is responsible for providing support to and managing the recruitment processes, and coordinating with all departments on recruitment related work. KEY AREAS OF ACCOUNTABILITY Support to the Recruitment process -       Review and clarify job descriptions, specifications, competencies and skills required -       Source applicants through various methods including advertising, job sites, career fairs -       Ensure the selection of the candidate is transparent and in line with internal rules and regulations – make use of the selection matrix for choosing the optimum recruitment channel and recruitment source -       Schedule and coordinate interviews cooperatively with hiring managers -       Act as a single point of contact with the candidates during the full cycle of recruitment before and after the interviews -       Verify references and conduct background checks -       Provide regular updates and feedback to managers on ongoing recruitments -       Manage and update the recruitment tracker -       Maintain accurate and current applicant data base and the talent and no-hire pool -       Extend offers of employment and manage the job offer including negotiation and administration -       Draft and send apology letters for non-selected applicants -       Ensure regulatory aspects of the full cycle recruitment process is compliant with Save the Children International policies and procedures and the Lebanese Labor Law -       Organize and execute internships programs -       Build a quality relationship with the internal customers -       Monitor and constantly participate to reducing the costs of the recruitment process -       Update and review recruitment process for non-regular staff -       Support HR in the field offices on recruitment  Staff Orientation -       Organize and manage the staff orientation for new joiners; -       Ensure all new staff have completed all mandatory trainings including the Child safeguarding policy, Fraud Awareness and the code of conduct.  Other HR support -       Make use of all available policies, practices, checklists and guidelines; -       Ensure legal compliance and SCI minimum standards in all HR processes.  QUALIFICATIONS AND EXPERIENCE -       Human Resources Management degree or Diploma / Certificate in HR or Personnel Management is preferred; -       At least 3 years’ experience in recruitment, preferably in Non-Governmental Institutions; -       Good understanding on general HR related issues, basic on general HR management, knowledge on office management and filing; -       Excellent interpersonal communication skills, very accurate in drafting letters and emails; -       Good in database information management, maintaining confidentiality, documentation & filing skills; -       Good communication (English & Arabic); -       Excellent time management skills; -       Commitment to Save the Children values.
