ROLE PURPOSE:
This role will play a critical role in the start-up of a new consortium programme funded by the Department for International Development (DFID), which will provide cash transfers to meet basic needs for over 20,000 Syrian refugees in Lebanon. The consortium is made up of six leading INGOs, led by Save the Children.
The Information Management Coordinator will provide leadership in ensuring data quality and accountability standards are integrated into the regular Monitoring and Evaluation and Information Management for the consortium. S/he will accomplish this through leading the development and implementation of an integrated information management system for Save the Children and consortium partners, focusing on providing quality information management services and delivering reliable, accessible and user-friendly, relevant, predictable, appropriate and timely delivery of information. This includes the development, establishment and integration of common data standards for the consortium.
KEY AREAS OF ACCOUNTABILITY:
Provides strategic vision and operational leadership for all consortium data management activities, including databases, ETL (Extract, Transform, Load), and business intelligence.
Develop harmonised tools for data collection and management across the consortium in collaboration with partners to ensure standardisation and centralised capacity for data management, analysis and reporting.
Determine long-term consortium data and data management needs and develop overall strategy for data, tools, and related services.
Work with all consortium partners to ensure data management is properly planned, resourced, and managed.
Implement operational processes and controls to help insure that data management services are of the highest quality by providing appropriate support to partners.
Promote data and information sharing within the inter-agency community and maintain data and information-sharing relationships with appropriate working groups and other agencies as appropriate, e.g. UNHCR, WFP.
Establish strong regular coordination at central and field levels with non-consortium agencies where required for data management, particularly UNHCR and WFP.
Apply scoring to large data sets in line with consortium targeting approach to ensure accurate identification of beneficiary households.
Manage the flow of beneficiary information throughout the process of card loading.
Coordinate with other consortium agencies to ensure timely sharing of data by each agency.
Produce reports and analysis on data in line with DFID reporting requirements and consortium M&E framework.
Identify and obtain the needed data and information elements required to produce standardized information products and design and manage respective data/information collection plans for baseline and context-specific data.
If necessitated by operational requirements, chair any Information Management related working groups.
Assist in the recruitment, training and on-going support of data collectors and data entry personnel, where appropriate.
