Lebanon Cash Consortium Chief Of Party - Beirut

ROLE PURPOSE: This role will manage the overall portfolio of the Lebanon Cash Consortium (LCC) – a consortium led by Save the Children including Acted, Care, International Rescue Committee, Solidarités International and World Vision.  The LCC in currently funded by the European Commission Humanitarian Aid and Civil Protection (ECHO) and the Department for International Development (DFID), and provides cash transfers to meet basic needs for over 100,000 Syrian refugees in Lebanon. The Chief of Party will provide overall strategic and operational leadership to the consortium, with responsibility for delivery of high quality programming, developing clear strategic and operational plans, forging strong partnerships with and between consortium members, the United Nations, Government and other NGOs. The Chief of Party will lead on building and maintaining the consortium’s relationship with donors as well as ensuring compliance with donor contractual requirements  The Chief of Party will be based in Save the Children and head the consortium’s governance structure which includes a Steering Committee with representation of senior managers from each consortium member, and oversees the Technical Management Group, the MEAL Group and the Communication Group comprised of technical advisors from each consortium member.  _____________________________________________________________ SCOPE OF ROLE: Reports to: Save the Children Deputy Country Director – Programmes Dimensions: This is an innovative and complex programme which will operate on national scale, involving leading the work of six consortium partners and managing key relationships with major humanitarian donors, Government ministries, UNHCR, WFP and other key stakeholders such as the financial sector. The 2016 budget is a projected to be over 35M USD with the potential for further expansion following continued successful programme delivery.  Staff directly reporting to this post: 3 _____________________________________________________ KEY AREAS OF ACCOUNTABILITY: Strategic planning and programme leadership Provide overall strategic and operational leadership to the Lebanon Cash Consortium. Work with the LCC Steering Committee, ensuring they are presented with key decisions and information on which to make their decision. Ensure strong internal communications with team members and consortium partners. Ensure systems are in place for managing processes across different consortium members, whilst ensuring decisions have buy in of all LCC members. Chair Steering Committee meetings and ensure clear agendas are set and meeting minutes produced and circulated in line with the Steering Committee TOR. Arbitrate where required in any dispute resolution between consortium partners as appropriate. Ensure the LCC workplan is constantly updated, monitored and redeveloped to ensure the LCC meets its strategic objectives. Coordination, advocacy and representation Lead external representation of the consortium with donors, UN agencies, other humanitarian actors and the Government of Lebanon. Ensure consortium actively coordinates with UNHCR, WFP and other relevant partners at national and field levels. Represent the consortium in Basic Assistance Working Group and Core Group meetings and other relevant sector coordination forums, building linkages with other sectors where feasible and appropriate. Share operational and technical lessons learnt with wider humanitarian sector within Lebanon and internationally to enable the sharing of best practice. Oversee development of key advocacy messages on behalf of the consortium. Programme delivery Oversee and support the LCC Technical Lead on managing the Technical Management Group Through Steering Committee, ensure major risks and obstacles to delivery are escalated and actions taken with agreement of consortium partners. Conduct internal planning and progress review meetings and ensure regular progress monitoring is taking place at different levels in coordination with other agencies. Oversee knowledge sharing between partners, and ensure that monitoring and evaluation results are understood and used to improve programme implementation. Maintain clear overview of technical assistance requirements for the consortium and support the Technical Lead and M&E Manager ensure appropriate levels of technical support are provided to consortium partners. Ensure the coherence of the programme, with different elements of the programme being managed by different agencies.  Ensure the different functions support and reinforce one another and that the consortium moves in one direction. Ensure that the project is appropriately staffed across consortium members, including the appropriate combination of expertise across technical and operational areas. Manage relationship with bank and any other contracted service providers for cash transfer payments and ensure KPIs are regularly monitored and reviewed through agreed performance management structure. Conduct regular field monitoring of activities. Budget management and compliance Ensure that the Lebanon Cash Consortium progresses in accordance with donor and Save the Children compliance requirements, within time and on budget. Oversee budget for the whole consortium, ensuring central and partner expenditures are in line with agreed budget. Budget holding responsibilities exist for a number of LCC lines and are in line with Save the Children’s Scheme of Delegation. Monitor expenditure, forecasting and financial performance, ensuring information is presented to the Steering Committee and action is taken as necessary to ensure the effective management of the programme. Ensure timely preparation and submission of reports to donors, ensuring full review by internal stakeholders and partners as required. Identify and effectively manage all key risks related to the programme in coordination with consortium partners, in particular ensuring that anti-fraud and anti-corruption policies and procedures are followed to minimise risks in delivery of cash transfers. To exercise where necessary the veto power over Steering Committee decisions where the decision threatens Save the Children’s reputation with any of its donors.  _____________________________________________________ QUALIFICATIONS AND EXPERIENCE Essential: At least 5 years of senior management experience in an NGO or consultancy environment, with experience managing cash transfer programming or other humanitarian operations. Post-graduate degree in economics, development or other relevant social sciences. Proven ability to manage consortium programmes, with extensive experience managing multi-agency programmes. Ability to represent the programme at a strategic level and engage and influence key stakeholders at regional and national level. Evidence of results from networking at a national and/or international level. Demonstrated experience of working with national level government structures. Evidence of delivering against strategic goals. Self-motivated and results orientated. Highly numerically articulate with a track record of data manipulation and reporting systems. Experience in management of finance and budget monitoring and risk management. Proven ability to motivate and develop others. Highly diplomatic with excellent political awareness and understanding. Strong oral and written communication skills. Experience of building, leading and developing a team of senior staff with different backgrounds and expertise. Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in. Commitment  to  and  understanding  of  Save  the  Children’s  aims,  values  and principles.   Desirable: Fluency in written and spoken Arabic. Prior experience of designing and/or delivering large scale (in excess of GBP10m) cash transfer programmes. Previous work experience in Lebanon or other areas in the Middle East. Previous work experience in response to the Syrian crisis.
