Logistics & Distribution Officer

  Procurement Implement and maintain Save the Children internal procurement procedures for the Bekaa project, with records kept for a full audit trail standard under both Save the Children and donor regulations. Through procurement of goods, services and works ensure support on programs delivery is of optimum level. Ensure necessary authorisations / approvals are always obtained and execute the purchase and delivery of appropriate supplies in a timely and cost effective manner Liaise and co-ordinate with Beirut Logistics and all relevant departments regarding the requisition, follow up and delivery of goods and keep all parties fully informed of any changes Review/establish and maintain an accurate up-to-date supplier information database (including market prices) for regularly purchased items as well as track and summarize in database all procurement processes undertaken. Build and maintain good professional working relationship with suppliers   Transport and vehicle maintenance Implement transport policy and guidelines and ensure the provision of transport services to Save the Children program departments and staff are efficient, sufficient and always secure Ensure safety standards in all vehicles in the fleet, including availability of necessary safety accessories and communication equipment Support maintenance / repair activities for all Save the Children vehicles and generators ensuring that any maintenance works are of a quality standard, efficient and executed in a timely manner Monitor maintenance costs and fuel consumption of vehicles and generators and inform the Logistics Coordinator and line manager whenever costs exceed normal rates and standards   Assets management Implement and maintain Save the Children Asset Management System (registration, control and tracking) in Bekaa project. Keep up-to-date lists of all assets and inventory items in compliance with Save the Children policy Cooperate with relevant departments to ensure proper tracking methods are followed to monitor the movement/changes of any assets and ensure proper control/handling of equipment at all times Conduct regular physical checks of assets and inventory items in Save the Children offices and living compounds Act as a focal point for the maintenance and repairs of assets, liaising with the appropriate staff to arrange quality repairs of reported damages in a timely manner   Warehousing and stock control Implement, supervise and monitor Save the Children standard warehousing policy and practices in Bekaa keeping records to full audit trail standard under donor regulations as well as Save the Children Internal Warehousing Procedures. Establish warehouses and storerooms to receive all incoming goods as well as dispatch / facilitate distribution as required and follow up consumption rates to replenish stock on a timely basis. Keep all relevant parties informed in advance for any planned distribution and receipt of goods.   Distributions Liaise with Field teams and local partners to Identify volunteers and labour as necessary to carry out distributions Establish the distributions plan according to logistical means and programme requirements. Follow up distributions guidelines and protocols and prepare, organise & supervise the distributions within the area of operations in a way they are always efficient and secure. Train the distribution teams on distribution procedures and SC policies.   Reporting Collate and submit comprehensive logistics and distribution reports to the Field Manager and Logistics Coordinator on a monthly basis or situational as required in compliance with Save the Children practices     QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES Essential: A degree in Business, Administration, Logistics or relevant field of study, or equivalent experience. Two years’ experience in logistics, procurement or operations. Strong organization, management and negotiation skills Problem analyzing and solving, decision making skills, considering available options and concentrating on results. Fluency in written and spoken English and Arabic. Computer literate with a high degree of proficiency and productivity.  Ability to analyze and interpret competitive bids and quotes, technical procedures, governmental documents and regulations. Ability to write reports and business correspondence. Good communication and influencing skills. Ability to effectively communicate with multi-level personnel as well as vendors and their representatives. Ability to work in and contribute to team building environment. Experience in distribution of NFIs (non-food items) and food. Confortable to work in tense situations and under pressure Understanding and commitment to Save the Children aims, values and principles.   Desirable: Previous experience in the humanitarian sector
