Monitoring, Evaluation, Accountability And Learning Assistant - Zahle

ROLE PURPOSE:  The MEAL assistant will work closely with the MEAL Officer to provide support in establishing and running case management systems, database and quality control checking and for the collection of quantitative and qualitative data and information using the assigned tools, and receiving feedback from the children and other stakeholder through the established reporting and complaints mechanism.   SCOPE OF ROLE: Reports to:  MEAL officer - Zahle Staff reporting to this post: N/A Key Areas of Accountability: Supports the development of MEAL plans and work plans, and Indicator Performance Tracking Tables (IPTTs); With support from the MEAL Data Management Officer, ensure program appropriate data management, and documentation systems are in place Supports development of appropriate assessment and monitoring methodologies and tools Supports training of relevant volunteers and Enumerators on assessment and monitoring methodologies and tools Supports the MEAL Officer, in developing work plans calendar. Supports field work assessments, monitoring activities and baseline/end line surveys. Supports in the regular data collection and quality performance monitoring checks in program locations Supports the data management team in cleaning, validating and producing key statistics from assessment, baseline and monitoring data Supports the process of monthly update of IPTT, Output Tracker, Activity Info and other reporting tools as needed With support from the program team, compile and analyse field monitoring data at least on a monthly basis and create ad-hoc reports if required Supports functions and operations of the appropriate beneficiary accountability system, including information-sharing, beneficiary information QUALIFICATIONS AND EXPERIENCE Essential: Previous NGO experience in data collection and management and demonstrable track-record in quality control. Well-developed analytical (qualitative and quantitative), documentation, report-writing and strategic planning skills, with particular competency in participatory research methods; Computer literacy, particularly in Word, Excel, and PowerPoint; Excellent planning, coordination, and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities; Strong communication and interpersonal skills in English and Arabic, with experience working in multicultural, multi-location, values driven teams; Fluent in written and spoken English and Arabic Desirable: University degree in social sciences, social work, social administration, development studies or other relevant academic discipline; Previous experience in WASH, shelter, food security and livelihoods, education or child protection programming a plus Previous experience with digital data collection a plus (ODK or similar) Background of implementing effective M&E systems in emergency responses.
