ROLE PURPOSE:
Save the Children’s partnership programme is expanding. In order to enable this expansion, a remote monitoring system must be established according to Save the children’s standards and procedures, to be accountable to partners, beneficiaries and respond to funders’ requirements. Therefore to meet the program specific demands, the post of Syria Partnership Program MEAL Coordinator was created with the following main purpose:
To provide direct support to the Partnership Program in complying with the accountability requirements of the organisation and coordinate all remote monitoring of partners operating inside Syria, including supporting them to conduct regular reporting, setting up their MEAL systems, consolidating and analysing partner reports, and providing overall support to partners for project reporting and monitoring.
KEY AREAS OF ACCOUNTABILITY:
Internal Monitoring
• Takes full responsibility for the consolidation of the IPTT (Indicator Performance Tracking Table)
• Ensures programme teams are using standardized data collection and reporting tools.
• Provides direct support to staff and partners on data quality control, storage and analysis
• Supports in the development of a remote M&E systems (inc. output trackers) and their implementation by all concerned
Ensures correct storage of Programme Information.
Programme Support:
• Contributes to programme updates for the response management and internal information sharing, including SitReps.
• Supports Beneficiary Accountability across all programmes in keeping with the Accountability Framework, ensure prompt follow-up on feedback received
• Supports the Syrian partnership program Manager and the Awards Manager on proposal development by contributing to the assessment of needs in coordination with partners, by supporting the development of standardised log frames, monitoring and evaluation plans; and by ensuring that MEAL activities and costs are adequately covered
• Supports evaluations of partnerships taking into full consideration the needs of all stakeholders.
• Seeks solutions for more complex data management requirements, eventually with IT colleagues.
• With support from the Lebanon country office MEAL Adviser ensures that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
Capacity Building:
• In collaboration with the Partnership Program Manager, identifies learning and training opportunities for partners
• Conducts training activities for partners on MEAL priorities and quality standards according to needs and in keeping with the capacity program outlined in the proposal
Organisational Learning:
•Assist with facilitation of ongoing learning activities.
•Prepares lessons learnt reports
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES
Basic Qualifications
• Education to BSc/BA/BEng level in social sciences, public health or any relevant subject
• Excellent communication and influencing skills
• A high level of written and spoken Arabic and English with an ability to write clear and well-argued assessment and project reports
Basic Qualities
• Politically and culturally sensitive with qualities of patience, tact and diplomacy
• Willing to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
• Committed to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
Essential Experience
• Significant experience of undertaking a MEAL related role in a humanitarian context
• Demonstrated monitoring and evaluation skills, including planning and participating in evaluations
•Experience of training and capacity building
• Knowledge of institutional donors and experience in developing proposals
