Monitoring Evaluation Accountability and Learning Coordinator - Beirut

ROLE PURPOSE: 

Under the overall supervision of the MEAL Manager, the MEAL Coordinator will be responsible for undertaking coordination efforts related to monitoring, evaluation, accountability and learning across the Lebanon country programs. The MEAL Coordinator will work closely with the MEAL team and program teams on tasks related to coordination with external evaluator (s) and with researchers. The coordination will be on specific MEAL functions with other units and departments within SC Head Office and field offices; and documentation of evidence in support of MEAL reporting on results for strengthening the MEAL functions across all the programs and area offices throughout Save the Children Lebanon.

SCOPE OF ROLE:

Reports to: MEAL Manager

KEY AREAS OF ACCOUNTABILITY:

- Ensures that MEAL system provides good balance of data availability and analysis to inform decision making, project/programme monitoring, evaluation and reporting.

- Takes full responsibility for the consolidation of the IPTT (Indicator Performance Tracking Table).

- Provides guidance and ensures programme teams are using tested and standardized data collection tools (including tools for outcome monitoring using quantitative and qualitative data collection methods as well as tools for quality monitoring, needs assessments and evaluations).

- Ensure that project MEAL plans in addition to outcome monitoring, routine monitoring and verification include quality monitoring, accountability and learning activities and components.

- Supports in the development of standardized log frames, monitoring and evaluation plans

- Provides direct support to staff and partners on data quality control, storage and analysis.

- Support establishment and roll out of the sub-regional information management system (SCRIMS).

- Ensures correct storage of data and Information.

- Supports the process of conducting project review meetings and lessons learned.

- Follow up and oversees MEAL field teams in order to ensure the provision of verification materials, data collection, implementation accountability mechanisms (as per agreed MEAL plans).

- Oversees MEAL budget expenditures under assigned projects.

- Contribute to the development of MEAL monthly and annual plans.

- Coordinate with partners (implementing partners) in what relates to implementation of MEAL functions and support the field MEAL Field Staff in MEAL capacity building for partners in compliance with the SC standards and requirements.

- Ensures MEAL teams are using standardized data collection tools.

- Provides direct support to field MEAL teams on data quality control, storage and analysis.

- Ensures correct storage of project data Information.

- Work closely with the MEAL field staff in order to ensure the provision of verification materials, data collection, implementation accountability mechanisms (as per agreed MEAL plan).

- Prepares lessons learnt reports and assists with the documentation of the remote monitoring approach.

- Provides an outcome level analysis for assigned projects.

- Liaise with other units and departments within save the children country office to ensure proper coordination is maintained as needed to ensure efficient completion of specific MEAL functions.

- Perform any other tasks as requested by the Line Manager.

- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

 

QUALIFICATIONS AND EXPERIENCE:

- University Degree in social sciences or equivalent

- Experience and knowledge of monitoring, evaluation, accountability and Learning approach and system

- At least 5 years of related work experience, preferably 3 years within the field of monitoring, evaluation accountability and learning

- Excellent professional written and verbal communication skills

- Excellent inter-personal and team work skills

- Proven experience of establishing coordination mechanism

- Strong interpersonal and organisational skills, and ability to work under pressure

- Excellent verbal and written skills in local Arabic language and excellent written and spoken English

- Excellent Computer skills, particularly with Microsoft Excel and Word, and ability to use computer programs to collect, document and share accountability and CFM system results

- Willing to undertake filed visits

- Commitment to and understanding of Save the Children’s MEAL approach, aims, values and principles

- Ability to work in challenging and complex environments

- Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
