Monitoring Evaluation Accountability And Learning Coordinator (Qobayat)

The Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator will have the following key responsibilities: MEAL Framework Implementation Support coordination of needs assessment exercises carried out by program teams (development of ToRs, assessment methodology, scheduling, support in management of consultants etc.) Support program teams in development of logframes, MEAL plans, MEAL workplans and other essential MEAL program documents Oversee development, quality control and consolidation of program Indicator Performance Tracking Table, output tracker and other reporting tools by MEAL Officer In collaboration with MEAL TA, oversee field review of data collection methodology and revision of existing tools or development of new tools In collaboration with program teams and with support from MEAL team, oversee data collection process, ensuring regular field visits to control quality of data collection process With support from Data Management Officer, oversee data management process, ensuring data quality and integrity standards are met Support program teams in review of data statistics produced by the MEAL team and production of data analysis reports Support program teams in monitoring implementation of sector quality standards through regular performance monitoring visits With support from Field Managers/MEAL TA, lead field learning events, in particular documentation of lessons learned With support from program teams and Field Manager/MEAL TA, lead internal evaluations at field level (writing ToRs, reviewing secondary data, developing evaluation tools, managing evaluation team, workshops, production of report) With support from Field Manager/MEAL TA, Support implementation of external evaluations at field level With support from MEAL and program teams, set up accountability systems and processes (complaints/feedback mechanisms, information-sharing, participation processes among others) Oversee management of complaints database at field level, ensure timely resolution of complaints and production of regular reports analysing complaints/feedback trends With support from MEAL team, oversee training of program staff on accountability principles, systems and processes With support from the Field Manager/MEAL TA and/or other senior programme staff, identify MEAL supply needs and coordinate with the logistics team to ensure materials arrive in good time Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct Staff Management With support from Field Managers/MEAL TA, program staff and the HR team, identify MEAL staffing needs for programs, and support rapid recruitment, induction, performance management and training. Identify capacity gaps and develop training workplans Regularly train and coach field MEAL teams on MEAL framework, systems and processes Manage MEAL team workplans, performing monthly team meetings to follow team progress, identify challenges and recommend corrective actions Ensure MEAL team adhere to Save the Children’s Code of Conduct and Child Safeguarding policies Representation, Advocacy and Organizational Learning Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums, advocating for the specific needs of children. This may involve supporting coordination working groups Participate in Interagency coordinated joint MEAL activities With support from the MEAL TA and/or other senior program staff, assist in advocacy activities that target decision-makers in-country. Support senior technical specialist with learning activities.  For instance, support planning of After Action Review workshops, prepare lessons learnt reports and conducting accountability mechanism pilots. Contribute to communications and media work as required. Other Perform any other tasks as requested by the Line Manager Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

• University degree or equivalent experience in international development, social sciences or similar
• Excellent verbal and written skills in Arabic and English
• Strong computer proficiency, particularly with Microsoft Excel and Word, and ability to use computer programs
• Significant experience in a MEAL role in a humanitarian context
• Previous experience of managing a team and managing projects
• Experience in training and coaching
• Experience of and commitment to working through systems of community participation and accountability
• Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations
• Experience of training and capacity building
• Some experience of representation and ability to represent SC effectively in external forums.
• Knowledge of institutional donors and experience of developing proposals
• Ability to write clear and well-argued assessment and project reports
• Excellent communication and influencing skills
• Politically and culturally sensitive with qualities of patience, tact and diplomacy
• The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
• Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
• Demonstrated understanding of emergency response activities
• Commitment to and understanding of Save the Children’s aims, values and principles.
