Monitoring, Evaluation, Assessment And Learning Assistant - Zahle

ROLE PURPOSE:   The Monitoring, Evaluation, Accountability & Learning (MEAL) Assistant will support the MEAL Officer and field MEAL team in implementing Save the Children Lebanon’s MEAL framework in their field site. Together with the MEAL Team  based in the capital, the MEAL Assistant will have a key role in establishing and promoting use of MEAL systems and processes in order to strengthen Save the Children capacity to: -          Measure and demonstrate strategic impact -          Be accountable to ourselves, children, donors and partners -          Ensure and increase the quality of our work SCOPE OF ROLE: Reports to: MEAL Officer   KEY RESPONSIBILITIES: Support development of MEAL plans and workplans, and Indicator Performance Tracking Tables (IPTTs); With support from the MEAL Data Management Officer, ensure program appropriate data management workflow and systems are in place Support development of appropriate assessment and monitoring methodologies and tools Support training of relevant program staff and Enumerators on assessment and monitoring methodologies and tools Together with the MEAL Officer, develop detailed assessment and monitoring calendar of activities Support field assessments with relevant program staff Support baseline surveys with relevant program staff and Enumerators Support other monitoring activities with relevant program staff and Enumerators Carry out regular data collection and quality performance monitoring checks in all program locations Ensure data collection and accountability good practices are adhered to by program team and Enumerators Provide support to data management team in cleaning, validating and producing key statistics from assessment, baseline and monitoring data Monthly update of IPTT, Output Tracker, Activity Info and other reporting tools With support from the program team, compile and analyze field monitoring data at least on a monthly basis and create ad-hoc reports if required Support the development of a location and target group appropriate beneficiary accountability system, including information-sharing, beneficiary information, feedback and complaints handling and continuous learning mechanisms Ensure timely resolution of queries and complaints from beneficiaries, as per the SCL question, feedback and complaints’ handling process Undertake any other duties as required SKILLS AND BEHAVIOURS (our Values in Practice) Accountability: Holds self accountable for making decisions, managing resources efficiently, achieving and role modelling Save the Children values Holds the team and partners accountable to deliver on their responsibilities - giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved Creates a managerial environment to lead, enable and maintain our culture of child safeguarding Ambition: Sets ambitious and challenging goals for themselves and their team, takes responsibility for their own personal development and encourages their team to do the same Future orientated, thinks strategically and on a country wide/global scale Collaboration: Approachable, good listener, easy to talk to Builds and maintains effective relationships with colleagues, Members and external partners and supporters Values diversity and different people’s perspectives, able to work cross-culturally. Creativity: Develops and encourages new and innovative solutions Cuts away bureaucracy and encourages an entrepreneurial approach Integrity: honest, encourages openness and transparency, builds trust and confidence displays consistent excellent judgement QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES Essential Essential: High school degree or four years of experience in an NGO setting. Previous NGO experience in data collection and management and demonstrable track-record in quality control. Well-developed analytical (qualitative and quantitative), documentation, report-writing and strategic planning skills, with particular competency in participatory research methods; Computer literacy, particularly in Word, Excel, and PowerPoint; Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities; Strong communication and interpersonal skills in English and Arabic, with experience working in multicultural, multi location, values driven teams; Fluent in written and spoken English and Arabic Commitment to Save the Children International s global policies and values.   Desirable: University degree in social sciences, social work, social administration, development studies or other relevant academic discipline; Previous experience in WASH, shelter, food security and livelihoods, education or child protection programming a plus Previous experience with digital data collection a plus (ODK or similar) Background of implementing effective M&E systems in emergency responses.
