Physical Infrastructure Advisor

The Physical Infrastructure Advisor shall work within the MEHE’s infrastructure team. Key deliverables: Operational work plans for physical infrastructure department and related teams are finalized and rolled out internally, including at the central and regional levels; Standard designs, minimum standards, specifications, and bills for quantities for educational facilities in an emergency context; Develops a strategy and procurement, design, supervision and maintenance plan of emergency educational facilities; Procures educational facilities for emergency use via contractors or other viable suppliers; Works with department to pre-position supplies for physical infrastructure including water and sanitation and construction materials; Develops and implements a Capacity Building framework which identifies key training for physical infrastructure colleagues; Oversee built environment related trainings (adapted to the Lebanese context) provided to members of the Education in Emergencies/ DRR committee team; Ensure the relevant line ministry such as the Ministry of Infrastructure is aware and approves the work conducted by the MEHE in physical infrastructure for schools; Identifies and provides on-the-job training to key physical infrastructure MEHE staff members to continue as focal points for education in emergencies and works with Emergency Committee and Education Sector Working Group.   Requirements of the successful candidate: Graduate degree in civil engineering with a demonstrable focus on educational infrastructure; Minimum 8 years work experience in a built environment context; Technical specialist in their field, with knowledge of best practices, innovation; Demonstrable experience in the management, procurement, design, supervision and maintenance of buildings and infrastructure; Demonstrable experience in developing designs, specification and bills of quantities for educational buildings and infrastructure; Demonstrable understanding firstly of the field of humanitarian response, and secondly, an understanding of the requirements for physical infrastructure foreducation in emergencies; Demonstrable experience in providing physical infrastructure in crises/ emergencies; Experience in building institutional capacity and internal systems, government and NGO partnerships, and strategic and operational planning; Experience in developing capacity building frameworks, operational training plans, and training across centralized and decentralized levels; Knowledge of water, sanitation and hygiene practices and minimum standards in emergencies; Strong ability to liaise with other relevant line ministries such as the Ministry of Infrastructure, ensure open channels of communication and cross-ways of working; Excellent communication, presentation and training skills; Flexible problem-solving approach to working in national crises; Fluency in Arabic and fluency in either French or English.
