Project Officer- Beirut

CHILD SAFEGUARDING:

Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE:

The Project Officer’s role, in general, is to promote the Rights of the Child in accordance with the United Nations Convention on the Rights of the Child through co-operation with local and regional organizations, institutions, and International Organizations.

Furthermore, the Project Officer, in specific, will be responsible for the implementation of an UN-funded project aimed at empowering community-based organizations (CBOs) and supporting them in developing innovative initiatives to promote gender equality. The Project Officer will work closely with the Child Rights Governance Coordinator and the Gender Equality Specialist to ensure that project objectives are met and that grantees are capacitated to deliver selected projects.

This is to be done according to the guidelines of Save the Children International, which aim to strengthen civil society where boys, girls, men, and women are perceived as equal social players and human beings in their own right.

 

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY

The CRG officer has the following areas of responsibility:

  • Following-up and reporting on objectives that are achieved and on deviations from the Work Plan.
  • Monitoring and reporting budget/expenditures based on the work plan; and analyzing Budget-versus-Actual (BVA) reports to assess and report any discrepancies
  • Working with the Monitoring, Evaluation, Accountability and Learning (MEAL) focal point at Beirut Field Office.
  • Conducting and/or assisting project launching session with relevant stakeholders
  • Following up and monitoring partners/grantees based on contractual agreements made with SCI through conducting field visits, attending project activities and producing timely reports for internal use on the status of on-going programming.
  • Planning and carrying out Capacity Building Needs assessments of partners and developing capacity building plans based on the needs identified
  • Preparing and conducting trainings for partners as well as individual coaching and on-the-job training
  • Work with partners to ensure that adequate policies and procedures are in place, including policies on child safeguarding.
  • Liaising with Support Departments on a regular basis (including Finance, Logistics, and Administration) to ensure effective and efficient project delivery
  • With the support of the CRG Coordinator, attending donor briefings and represent SCI in relevant fora   
  • Developing and producing sub-grant communication materials in consultation with relevant stakeholders
  • Working closely with CRG Coordinator to design and develop training and technical capacity building materials for staff and partners as needed to improve their technical know-how
  • Following- up on reporting requirements by partners/grantees.
  • Contributing to advocacy work.
  • Ensuring that the sub-grant agreements, terms of references, terms of partnerships, as well as other relevant contractual documents are in place new partnerships
  • Promoting accountability and transparency with all the implementing activities.
  • Participating in internal and external coordination meetings as required, and interact regularly with Save the Children’s sectors (education, child protection, health/nutrition, shelter and WASH) and UN Women Focal Point.
  • Complying with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

 

QUALIFICATIONS AND EXPERIENCE

  • Degree in social work, gender studies, international relations, human rights or development studies.
  • Minimum 1 years of experience in program/project management and budget control, including experience working with implementing partners and grantees (experience in gender programming is a plus)
  • Knowledge of the Human Rights and the Child Rights and Gender International Instruments.
  • Experience in reporting.
  • Capacity to combine field and office work.
  • Experience in managing a team or working with Civil Society Organizations.
  • Proven managerial skills
  •  Fluency in written and spoken Arabic and English
  • Strength in interpersonal, communication and presentation skills
  • Flexibility and willingness to change work practices and hours, and capability to work in insecure environment 
  • Available to travel in country and outside Lebanon if needed
