Safety and Security Assistant - Beirut

ROLE PURPOSE:

The post holder will provide support to the Safety and Security Department in reducing the risks posed to the programme personnel and assets of all national, international SC staff and their dependants and volunteers in Beirut region through ensuring the systematic application of safety and security management systems, policies and procedures in all of SCI operational areas in the aforementioned areas. Conduct security assessments; support in training and orientation for staff, main incident reports and security updates, provide direct safety and security management support in emergency response staff and respond to related inquiries, and support in networking with other humanitarian NGOs as well as field community leaders in order to facilitate and secure SCI’s field missions and operations.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

 Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

 

SCOPE OF ROLE:

Reports to: Safety & Security Coordinator

 

KEY AREAS OF ACCOUNTABILITY:

  • Support Safety and Security Coordinator in conducting Security Assessments of program area.
  • Support Safety and Security Department in phasing Procurement Requests, Advanced Payments and Reimbursements.
  • Contribute in conducting Safety and Security induction for new joiners, as requested by Safety and Security Coordinator, and to follow up on finalizing the needed mandatory trainings within the due time.
  • Take part in Safety and Security Partnership Management.
  • Participate in conducting safety and security assessment for program sites.
  • Support Safety and Security Department in up keeping and maintaining all Firefighting equipment, Panic Alarm and emergency exit safety measures for Beirut Mount Lebanon Office and Lebanon Head Office.
  • Monitor closed-circuit television and global positioning systems.
  • Support Safety and Security Coordinator in updating and maintaining SOPs, security plan/annexes when needed.
  • Assist Safety and Security Coordinator in updating Emergency Contact Details and Emergency Contact Tree on a regular basis.
  • Follow up with Admin department on the issuance of Security ID cards to new staff/visitors.
  • Conduct regular field visits to SCI centres and other related programs and report any irregularities related to Safety and Security Department and Area Manager.
  • Assist Safety and Security Department in orienting staff on evacuation plans, drills and procedures regarding emergencies, and Crisis Management.
  • Support Safety and Security Coordinator in coordination with law enforcement agencies and other government sector when required.
  • Assist Safety and Security Department in monitoring Security Situation on Daily Basis and keep staff up to date on all relevant incidents that might impact staff operation directly or indirectly through SMS/Email/WhatsApp.
  • Support in reporting all safety & security incidents through datix and other relevant channels.
  • Contribute in preparing the Daily, Weekly, Bi Weekly, Monthly, Yearly Security reports and documents.
  • Assisting Safety and Security Department in duty of care for our internationals and visitors.

 

QUALIFICATIONS:

  • Bachelor Degree in related fields.
  • Security Management Certifications from accredited institution (IOM, Red-R, ICRC, UN etc).
  • Fluency in written and spoken English and Arabic.

 

EXPERIENCE AND SKILLS:

  • 2 to 3 years of experience preferably in field based SSFP/Security Management experience in highly complex and insecure settings in more than one area.
  • Field Experience of managing security in insecure area or humanitarian emergency crisis.
  • Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
  • Strong computer skills (Microsoft Office, GIS, Email, Internet).
  • Good writing and presentation skills.
  • Good knowledge of political and security situation in Lebanon.
  • Strong command of English and Arabic.
  • Training Delivery Skills.
  • Demonstrated high-level interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social and political issues.
  • Commitment to working constructively with members of other teams and a service oriented attitude.
