Safety and Security Assistant - Zahle

ROLE PURPOSE: 

The role holder will assist the Area Manager and Safety and Security Department in reducing the risks posed to the programme personnel and assets of all SCI staff  , volunteers and their dependants in Bekaa region through ensuring the systematic application of safety and security management systems, policies and procedures in all of SCI operational areas in the aforementioned areas. Conduct security assessments, provide/support training and orientation for staff, main incident reports and security updates, provide direct safety and security management support in emergency response staff and respond to related inquiries. Adding the capability of networking with other humanitarian NGOs as well as field community leaders in order to facilitate and secure SCI’s field missions and operation.

Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

SCOPE OF ROLE:

Reports to:  Area Manager with technical leadership from Lebanon Country Office Health, Safety and Security Unit.

Staff directly reporting to this post: 2 Security Guards

KEY AREAS OF ACCOUNTABILITY:

  • Security Assessment of program Area
  • In coordination with the AM and HSS department, make sure to have a proper phasing of the security budget.
  • Conduct vehicle tracking and maintain proper Vehicle tracking record (physical GPS system).
  • Conduct S&S induction for all new SCI joiners and to follow up on finalizing the needed mandatory trainings within the due time.
  • Participate in conducting safety and security assessment for program sites on regular basis.
  • Write daily/monthly Safety and Security SITREPs/reports.
  • Guard force management by selecting training and supervising guards.
  • Upkeep and maintain all Fire fighting equipments, Panic Alarm and emergency exit safety measures.
  • Keep posted Security Manager and all Staff from time to time of changing safety and security situation across the country (incidents).
  • Manage CCTV monitoring and keep it in functional status.
  • Patrol and inspect property/office to protect against fire, theft, vandalism, terrorism, and illegal activity.
  • Check for irregularities(e.g. fire hazards, leaking water pipe, light left on, equipment malfunctions, unlock security doors.) and report incidents or problems to the appropriate authority.
  • Update SOPs, Assessments, Pupils, Threat Analysis, Risk Rating and Contingency Planning.
  • Update and maintain security plan/annexes on a regular basis.
  • Update Emergency Contact Details and Emergency Contact Tree/First Responders on a regular basis.
  • Ensure the issuance of Security ID cards to all staff, and be responsible through the SGs for keeping records for all visitors and staffs entering SCI premises.
  • Supervise and maintain a close communication system with all concierges’/gate keepers in all SCI Centres/Site.
  • Conduct regular field visits to SCI centres and other related programs and report any irregularities related to safety and security, fraud or child safe guarding and fill S&S site checklist.
  • Orient staff and Guards on evacuation plans, drills and procedures regarding emergencies.
  • Report and follow-up incidents when it is being reported with providing support to effected staff members.
  • Coordinate with all relevant line managers, ensure that all staff are briefed and trained (including drivers and guards) regularly on personal security issues and that security procedures are understood and respected at all times.
  • Coordinate with law enforcement agencies and other government sector when required.
  • Any other duty as assigned by the S&S Line Manager.
  • Monitore Security Situation on Daily Basis and keep staff up to date for all relevant incidents that might impact staff operation directly or indirectly through SMS/Email/WhatsApp.
  • Report all safety & security incidents through datix and other relevant channels.
  • Daily, Weekly, Bi Weekly, Monthly, Yearly Security incident reports.
  • Assist in Crisis Management and delivering trainings to staff.

QUALIFICATIONS AND EXPERIENCE:

  • Bachelor in security related field
  • Security Management Certifications from accredited institution (IOM, Red-R, ICRC, UN etc)
  • 3 years’ experience and at least 2 years’ field based SSFP/Security Management experience in highly complex and insecure settings in preferably more than one area with teams of large numbers of staff
  • Field Experience of Managing Security in insecure area or humanitarian emergency Crisis
  • A commitment to working constructively with members of other teams and a service oriented attitude
  • Understands the complexity and values of non-profit organizations
  • Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
  • Strong Computer skills (Microsoft Office, GIS, Email, Internet)
  • Good writing and presentation skills
  • Good knowledge of political and security situation in Lebanon
  • Strong command of English and Arabic
  • Reporting, writing and communication Skill in English/Arabic
  • Training Delivery Skill
  • Demonstrated high-level interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social and political issues
