Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa:
ROLE PURPOSE:
As a member of the Lebanon Safety and Security Team and while working under the technical leadership of Manager Safety and Security position will ensure the safety and security of SC staff, assets, programme operation and organizational image by employing SC Security Policies and Procedures in their respective area of responsibility.
SCOPE OF ROLE:
Reports to: While Working under technical leadership of LB CO Country Security Unit, The reporting line for the SO will be as follows :
Dotted Line to Security Manager in the CO:
The dotted line to the Security Manager is considered a professional line with all topics related to the security management tasks. Hence the following elements are part of the dotted Line SMs responsibility:
.) Develop and align the Work plan (KPIs, Deliverables, Maintenance of operations, etc.) for the SO with the Field Manager on Monthly Bases.
.) Lead the SO in relation to security and safety related knowledge and tasks
.) Ensure the deliverables and the quality agreed with the FM
.) Evaluate the SO and his performance in relation to security and safety related tasks
Solid Line to the Field Manager in the FO:
The straight line to the Field Manager is considered an administrative line with all topics related to general administrative tasks.
.) Align the Work plan of the SO on monthly bases with the SM
.) Be administrational and disciplinary responsible on day to day bases for the SO (Disciplinary Responsibility: Disciplinary measures against the SO can only be taken with the agreement of the SM. In case of disagreements the next hierarchical line will be involved.)
Straight Line to the SM in the CO in case of Incidents/Emergencies:
In case of an emergency the dotted line to the SM in the CO will change into a Solid Line.
Dimensions: Save the Children works throughout Lebanon with offices in Beirut, Zahle, Qobayat, and Tripoli with a possibility of expansion as needed, and a current staff complement of approximately 140 staff, which is also possible to increase accordingly. Noting that Lebanon is at a high threat level as per SCI security scaling.

KEY AREAS OF ACCOUNTABILITY:
Security Assessment of programme Area.
Conduct vehicle tracking and maintain proper Vehicle tracking record.
Write daily Safety and Security SITREPs/reports.
Guard force management by selecting training and supervising guards.
Upkeep and maintain all Fire fighting equipments, Panic Alarm and emergency exit safety measures.
Keep posted Security Manager and all Staff from time to time of changing safety and security situation across the country (incidents).
Manage CCTV monitoring and keep it in functional status.
Patrol and inspect property/office to protect against fire, theft, vandalism, terrorism, and illegal activity.
Check for irregularities(e.g. fire hazards, leaking water pipe, light left on, equipment malfunctions, unlock security doors.) and report incidents or problems to the appropriate authority.
Update SOPs, Assessments, Pupils, Threat Analysis, Risk Rating and Contingency Planning.
Update and maintain security plan/annexes on a regular basis.
Update Emergency Contact Details and Emergency Contact Tree/First Responders on a regular basis.
Ensure the issuance of Security ID cards to all staff.
Orient staff and Guards on evacuation plans, drills and procedures regarding emergencies.
Report and follow-up incidents when it is being reported with providing support to effected staff members.
Coordinating with all relevant line managers, ensure that all staff are briefed and trained (including drivers and guards) regularly on personal security issues and that security procedures are understood and respected at all times.
Coordination with law enforcement agencies and other government sector when required.
Any other duty as assigned by the S&S Line Manager .
Assessment of all field Mission and Monitoring daily Securiity Situation on Daily Basis and Inform staff through SMS/Email
Daily, Weekly, Bi Weekly, Monthly, Yearly Security incident reports.
Assisting in Crisis Management and delivering trainings to staff.
QUALIFICATIONS AND EXPERIENCE
Bachelor in security related field.
Security Management Certifications from accredited institution (IOM, Red-R, ICRC, UN etc)
3 years experience and at least 2 years’ field based SSFP/Security Management experience in highly complex and insecure settings in preferably more than one area with teams of large numbers of staff
Field Experience of Managing Security in insecure area or humanitarian emergency Crisis.
A commitment to working constructively with members of other teams and a service oriented attitude
Understands the complexity and values of non-profit organizations.
Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
SKILL
Strong Computer skills (Microsoft Office, GIS, Email, Internet)
Good writing and presentation skills
Good knowledge of political and security situation in Lebanon.
Strong command of English and Arabic.
Report Writing and communication Skill In English/Arabic.
Training Delivery Skill.
FLEXIBILITY
Demonstrated high-level interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social and political issues.
