Security And Data Management Coordinator

KEY AREAS OF ACCOUNTABILITY:   System Design and Roll-Out Conduct a thorough assessment/mapping of data protection and management needs in the Syria Partnership Programme (SPP) for ensuring the protection of personal and sensitive data and information As part of this assessment, research technologies which are affordable and appropriate to the SPP context which could support the secure collection, entry and communication of project data Based on the assessment findings, design a Secure Data Management System (SDMS) for the programme with the following features: User-friendly, easy to understand and find required information Technologically relevant to context. This includes: Encryption system for E-mail and documents (GPG key architecture) Android mobile phone applications and the development of the data collection tools on the Open Data Kit platform (ODK) Robust Virtual Private Networks (VPN) for inside Syria, incl. VoIP, Skype, Social Media, etc. Roll-out the SDMS through training manuals, ODK software design, capacity building and training SPP staff and partners Support MEAL team to design and use project databases   System Management Responsible to ensure the SDMS System functions effectively Design ODK solutions for assessments, etc. as required Undertake data protection and security checks on a regular basis As required provide refresher trainings   Safety and Security Act as Safety and Security Focal Point for the SPP Provide guidance on safety and security aspects to SPP partners Collect incident reports from Partners   Information Management Monitor security-relevant information on Syria in national and international media, in Arabic and English   Monitor Social Media, especially Partners’ facebook and twitter Document monitoring findings on regular basis from other agencies Issue Emergency Alerts   QUALIFICATIONS Bsc/ Msc degree in an area related to GIS and Data Management. Fluency in Arabic and English, both verbal and written Commitment to Save the Children values EXPERIENCE AND SKILLS  Essential A minimum of five years management experience in data and information management with strong ICT background, incl. ODK programming A minimum of five years humanitarian experience with activities in complex environments, or similar experiences Familiar with the Syria Crisis context Highly developed interpersonal and communication skills including influencing, negotiation and coaching Strong results orientation, with the ability to challenge existing mind-sets Ability to present complex information in a succinct and compelling manner Fluent in Arabic and English languages Previous work experience inside Syria
