Security Director (National)

ROLE PURPOSE: The Safety and Security Director (SSD) is accountable for managing safety and security for Save the Children Lebanon.   The objective of managing safety and security is to ensure that the organisation, beneficiaries, assets and all national and international SC staff and their dependants in Lebanon are not exposed to unacceptable risks. This is achieved through the implementation of a safety and security framework (SSF) that defines acceptable risk, includes proactive mitigation measures as well as the capacity to react to unforeseen crisis.   The SSD will be responsible for defining the SSF in coordination with the CD and DCD Ops. The SSD will then be responsible for ensuring the implementation and maintenance of the SSF. This will require management of the Beirut security team and the provision of technical support and capacity building to Beirut and field based staff.   The SSD will be responsible for continuously monitoring the security situation throughout Lebanon and the region. Maintenance of appropriate networks and information sharing and the collating and analysing of data to identify trends will be an essential role of the SSD. This will enable him/ her to advise those responsible for security and operational decision making about exposure to risk and mitigation measures that should be introduced.   The SSF will require minimum operating safety and security standards to be implemented in accordance with SCI guidelines and quality framework. It is the SSD responsibility to work with the CD, DCD Ops, AMs and the regional office to ensure that these standards are sufficiently budgeted for, are introduced and maintained and that all staff are aware of, trained on, and adhere to the required policies and procedures.   The SSD will also be responsible for maintaining a response capacity to manage crisis such as evacuation (security and medical), hibernation and relocation. Prior to a crisis the SSD will be required to ensure that those who will be responsible for managing such crisis are appropriately trained and that systems are in place to ensure an appropriate response at all levels when required.   Integral to the posting is the ability to work with and communicate with all members of the SC Lebanon team in order to understand and enable operational activities within a safe and secure environment. The work requires the SSD to develop and implement continuous on the job and formalised trainings for staff to ensure that a culture of safety and security is developed throughout the country programme.   KEY AREAS OF ACCOUNTABILITY:   Integrated security management Ensure that roles and responsibilities in security management, communication channels and decision-making protocols are clearly defined and understood by relevant stakeholders In coordination with Operations and Programme teams ensure that safety and security is an integral element of programme design and should be amongst the first planning considerations Promote the integration of security management into standard operational decision-making and practice   Monitoring and analysis Information gathering and analysis: assess operating environments, recommended actions, issue regular alerts and advisories to reduce exposure and enhance acceptance In coordination with field teams and where required, conduct baseline risks assessment and threat analysis and provide feedback and recommendations on mitigation strategies Ensure situational analyses are maintained and updated for all areas of intervention Ensure that decision-makers are suitably informed on the security situation and advise on required actions and measures External representation and participation in relevant security coordination fora.   Policies and Procedures Establish and implement SCI policies and procedures ensuring that SOPs are in place and updated where appropriate Design (where appropriate) and update formats for security reports, PDI, SSMP Ensure that safety and security plans and guidelines are jointly developed by various stakeholders to create ownership and encourage compliance Engage staff at all levels to facilitate compliance with the Save the Children’s Safety and Security Policy and Standards   Capacity building Design and conduct trainings for SC staff and partners to build capacity and reduce organizational vulnerabilities Source external agencies to provide relevant and appropriate security training Provide technical support to Area Managers in security monitoring, analysis and management   Contingency planning and crisis management Ensure contingency plans and related emergency supplies are in place and kept up-to-date Ensure warden systems and emergency communication networks are in place and functional Lead on crisis management training exercises across the country Provide support to business continuity planning, through updated scenarios and mitigating measures Contribute to Crisis Management Team and crisis management planning   Reporting Ensure incident reporting and mapping systems and resources are in place and functional Ensure that appropriate security reporting mechanisms are in place to facilitate information sharing and documentation of events/changes in the context   Budgeting and resourcing Ensure required security resources are adequately budgeted at capital and field level. Feed into budget and proposal development and ensure all programmes have adequate funding for security Ensure that require security equipment and hardware is in place across the country programme and compliance with miniumium standards is achieved Carry out any other work with regard to security of SC in the field as decided by the CD and Senior Management Team Comply with and promote all Save the Children Global policies such as Child Safeguarding, Whistle blowing, Fraud, and Health and Safety.   QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES Essential: Bachelors Degree in a related field or at least 5-7 years comparable related experience; Substantial experience in non-profit organisations with int’l humanitarian assistance programs including supervisory and overseas work experience; Substantial security management experience in int’l humanitarian, military or police setting. Advanced level of understanding of various communications technologies, including VHF and HF radio systems, satellite phones, cell phones, etc. Solid training skills and the ability to develop and implement successful training sessions; Solid organizational skills: The ability to be flexible and work well under pressure in a fast-paced team environment; Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities; Strong communication, people management and interpersonal skills in English and Arabic, with experience in leading multicultural, multi location, values driven teams; Willingness to work and travel in often difficult and insecure environments; Commitment to Save the Children global policies and values. Valid Driving Licence Computer literacy, particularly in Word, Excel, PowerPoint, Access and database/mapping systems; Ability to balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination; Resourcefulness and creativity in developing the role of security within the programme and ensuring the most effective support to line management;
