ROLE PURPOSE:
The Shelter & NFI Technical Advisor (TA) is a member of Save the Children Lebanon’s Beirut-based Program Development and Quality (PDQ) Team. The TA’s role is to provide technical oversight of sector field teams; provide strategic leadership; support field-level implementation and technical capacity building; lead PDQ components of proposal development; and lead sector representation of the Save the Children Lebanon at national-level.
Save the Children Lebanon is in the process of nationalising the Shelter & NFI Technical Advisor position as part of a Country Program wide succession plan. As such, the successful applicant will work alongside the current international TA during a handover period before taking full control of the role. This handover period is intended to ensure continuity and sufficient capacity building is provided.
KEY AREAS OF ACCOUNTABILITY:
The following roles and responsibilities are to be completed in collaboration with the Program Development and Quality (PDQ) Team and Operations Team (including field-level), as appropriate.
1. Strategic Planning and Leadership
Develop and maintain national level SCL sector strategy, results framework and targets
Lead the development of a sector partner strategy
Lead sector components of SCL research agenda
2. Program quality and standards
Develop and maintain technical tools, guidance and documentation
Develop and maintain technical capacity building plan and materials and implement appropriate Develop and maintain appropriate sector technical standards
Support shelter sector monitoring, evaluation, accountability and learning (MEAL) exercises
Lead the completion of sector analysis and research
Compile regular quantitative and qualitative reports and sector summaries
3. Proposal Development and Resource Mobilisation
PDQ-lead for sector proposal development
Develop and maintain standard “off-the-shelf” Concept Notes, including logical-frameworks (log-frames), narratives and budgets for main sector approaches
Collaborate in the development of integrated multi-sector “flagship” Concept Notes and pilots
Lead sector liaison point for Save the Children International member back-stops. Responsible for regular sector briefings and updates
4. Support to Program Implementation
Support field-level implementation of activities.
Support sector-specific procurement, as appropriate
Support performance management of sector field teams
Support donor reporting
5. Advocacy and Representation
Lead representation of Save the Children Lebanon at national-level sector-specific forums, as appropriate (e.g. Working Group, Core Groups, Technical Task Forces, etc.)
Support the sector field teams to represent Save the Children Lebanon at field-level
Sector focal-point for Media, Advocacy and Communications (MAC) activities
Sector lead for external publications
QUALIFICATIONS AND EXPERIENCE
Essential
Minimum 3 years’ professional experience
Previous NGO experience
Education to MA/MSc/MEng or equivalent in engineering, construction, architecture, urban-planning or related field
Ability to work both in an advisory and a hands on implementation capacity
Excellent communication and influencing skills
A high level of written and spoken English and Arabic
Politically and culturally sensitive with qualities of patience, tact and diplomacy
The capacity and willingness to be flexible and accommodating in difficult and sometimes insecure working circumstances.
Commitment to the aims and principles of SC Lebanon. In particular, a good understanding of its mandate and child focus and an ability to ensure this continues to underpin our support
