ROLE PURPOSE:
The program manager will oversee the strategic direction of the shelter program in Beqaa, undertaking needs assessments; monitoring progress and undertaking evaluations, adapting existing programming to changing needs; and undertaking program development (design and proposal development). S/he will coordinate the day-to-day activities of the projects implemented in the Beqaa ensuring that they are implemented effectively and efficiently according to Save the Children Lebanon’s guidelines and procedures for project governance applicable for the particular projects.
The program manager will be expected to present Save the Children Lebanon and the shelter programme at a regional and national level. S/he will be responsible for ensuring that all Save the Children Lebanon shelter activities in the relevant geographic areas are done in accordance with Save the Children’s policies and minimum standards.

KEY AREAS OF ACCOUNTABILITY:
Human Resources and capacity building:
Lead the recruitment of appropriate personnel for the shelter team in the location described above, in collaboration with the shelter advisor and the area management.
Work in collaboration with shelter advisor to identify capacity building requirements for the Shelter team members and develop capacity building plan for all shelter national staff.
Conduct on the job training and conduct regular training sessions.
Ensure that policies and procedures are understood by new staff (e.g. procurement and finance requirements).
Supervision, training and development of shelter staff.
Program management:
With the shelter advisor and the deputy area manager, finalize implementation plans for each shelter and Non Food Items (NFI) project.
Prepare regular work plans in line with the implementation plan and ensure timely implementation of activities in line with the plans (Including beneficiary registration, trainings, data collection and distributions)
Responsible for managing and overseeing the development, implementation and quality of the shelter projects.
Ensure consistency in methodology and quality with other Save the Children Lebanon shelter programs in Lebanon.
Monitor budget/expenditure based on the implementation plans; and analyse budget-versus-actual (BVA) reports to assess any discrepancies and ensure timely expenditure.
With the shelter advisor, analyse information to select intervention sites; and analyse and evaluate monitoring data to understand impact of projects and identify lessons learned for future programming.
Liaise on a regular basis with finance, logistics and administration to guarantee the smooth running of programs.
Supervise assessments and beneficiary identification. Liaise with refugee communities and ensure adequate information, communication, sensitization, mobilization and feedback collection.
Produce timely reports for internal and external use.
Manage the grants and budgets supporting the shelter projects.
Promote and share ideas for improvement and necessary changes for activities.
Proposal development:
Work with the shelter advisor to write proposals, including logical frameworks (developing measurable indicators to ensure outputs/outcomes) to secure funding for additional programming; ensure that appropriate measurable indicators are established.
Participate in the continuous assessment of the mid and long term shelter & NFI needs and ensure that it is appropriately reflected in sectoral meetings.
Work with colleagues from other sectors to ensure regular coordination at strategic and programmatic level; and ensure multi-sectoral programming.
With other team members (and communities), identify programme gaps and ensure appropriate action is taken.
Lead and conduct needs assessment to guide strategy development.
Inter-sectoral Integration:
Oversee all project cycle management aspects of the shelter projects in Beqaa.
Working with Child Protection (CP) colleagues on joint-programming surrounding physical protection from security risks, weather and privacy.
Working with WASH colleagues in supporting the sub-standard buildings beneficiaries with complementary WASH programming.
Working with the Food Security & Livelihood (FSL) colleagues on community-level and household-level improvements and support.
Scaling-up to intervene in emergencies, whether due to influx, extreme weather, etc…
Ensuring all output data and beneficiary data is recorded and maintained in the shelter database.
Monitoring and Evaluation:
Ensure clear plans in place for monitoring and evaluating project activities in relation to Save the Children donor objectives; and that lessons learnt are shared and capitalized on.
Ensure the projects are monitored regularly, and that data is collected on a weekly, monthly, and quarterly basis.
Contribute to the development of data collection tools and databases.
Regularly visit project sites to ensure that teams are appropriately supported.
Coordination and advocacy:
Represent Save the Children Lebanon at all relevant regional coordination meetings (e.g. Distribution, shelter, WASH etc)
And other meetings and forums and take leading role to strengthen shelter aspects related to child protection and education.
In collaboration with shelter advisor, represent Save the Children Lebanon at relevant national level coordination meetings.
Regularly coordinate with UNHCR at regional level and build positive working relationship.
Maintain working partnerships and good communication with representatives of Save the Children Lebanon shelter partners and programmes
Ensure that programme interventions continue to be informed by and integrated with other core sectors of Save the Children Lebanon, such as Child protection, Education, Health and Food security & Livelihoods (FSL).
Contribute to the development of case studies for the purpose of reporting, advocacy and media efforts.
QUALIFICATIONS AND EXPERIENCE
Bachelor’s degree in Civil engineering, architecture, construction, urban planning or other built environment related field.
Minimum 2 years of experience working with NGO’s in an emergency /humanitarian or development context.
Minimum of 2 years of experience of line management.
Minimum of 2 years of experience of basic construction, distribution, report writing.
Familiar with Humanitarian sector, donors, technical aspects of humanitarian shelter, sphere standards, distribution and humanitarian principles.
Familiar with liaising with NGO’s and UN bodies.
Familiar with construction: tendering, contracting, construction monitoring.
Proficiency on Microsoft Word, Outlook and Excel.
Good time management and organizations skills.
Fluency in written and spoken English language.
Strength in interpersonal, communication and presentation skills and team work.
Flexibility and willingness to change work practices and hours, and capability to work in insecure environment.
Strong IT/database management skills.
Experience in using and training staff on ODK or similar survey tools.
