ROLE PURPOSE:
The Shelter & WASH Technical Adviser is a member of Save the Children Lebanon’s Beirut-based Program Development and Quality (PDQ) Team. The Adviser role is to provide an oversight of Shelter & WASH sectors field teams; support field-level implementation, monitor quality benchmarking, provide technical capacity development for the field teams, fulfil PDQ components of proposal development and reporting, sector strategic management process, representation and leadership in national interagency-coordination. For the first 3 months of the role it is expected that the position holder with focus efforts on the Beirut Blast response.
CHILD SAFEGUARDING:
Level 3. The responsibilities of this post may require the post holder to have regular contact with children and young people. In the overseas context all posts are considered to be level 3. As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis. The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.
SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:
Strategic planning and leadership
- Develop and maintain a Shelter & WASH sectors situation analysis, sector strategy and logical framework for Save the Children in Lebanon, including cross cutting issues related to Shelter & WASH.
- Ensure clear process in place for tracking and reporting on progress against the Shelter & WASH sectors strategy.
- Provide Shelter and WASH technical input to the development of country annual plans, area plans, sector strategies and other planning documents.
- Maintain a clear overview of programme progress across the Shelter & WASH sectors portfolio to be shared with managers.
- Ensure Shelter & WASH teams at field level better integrate actions with other sectors where possible, especially child protection and livelihoods.
- Ensure cash transfer programming (CTP) is a central modality of Save the Children’s shelter response.
Programme quality and standards
- Lead Shelter and WASH sectors technical expertise, quality assurance and support for Save the Children’s Shelter & WASH programmes, ensuring they are of high quality with reliable data and outcomes.
- Continuously follow up with Shelter & WASH field staff on their capacity development needs and report back on needs to be integrated in the capacity strengthening plan.
- Support the implementation of specific training by identifying local trainers and experts; supporting training delivery; coaching staff on identified issues; following up on training outcomes etc.
- Support the maintenance of a central database of tools and guidance to support programme quality in Shelter & WASH and support the mapping and development of technical tools, guidance and documentation as required with a particular focus on ensuring that tools are locally tested and available in Arabic.
- Support knowledge sharing across teams, and, in coordination with MEAL team, ensure that monitoring and evaluation results are understood and used to improve programmes.
- Develop “virtual library” of recommended manuals and approaches per type of programme,
- Ensure documentation of case studies and dissemination of these both internally and externally working with the Media and Advocacy team.
Programme development and resource mobilisation
- Maintain smooth relationships key donors for the Shelter & WASH sector, especially UNHCR and UNICEF.
- Ensure field teams are systematically consulted in identifying fundraising needs and priorities in the Shelter & WASH sector.
- Identify and assess appropriateness of fundraising opportunities.
- Support the technical development of high quality proposals and Concept Notes for Shelter & WASH.
- Support donor and partner mapping for the Shelter & WASH sector.
Support to programme implementation
- Support area-based Shelter & WASH teams to finalize field operational work plans, establish clear targets and activity plans for the various Shelter programmes.
- Support the development of monitoring, information management, and reporting systems that provide information for reporting and programme improvement (in conjunction with Monitoring, Evaluation, Accountability & Learning (MEAL) and field staff).
- Timely revise programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
- Support recruitment of Shelter and WASH field staff as needed (drafting/revision of JD/interview grids/technical exams etc.).
- Assess (in conjunction with line management and Technical Advisor)/support technical work of Programme Managers and support their professional development.
- Work with field teams to promote and facilitate synergies with other thematic programmes.
- As needed, participate in technical inputs to procurement of programme goods or services involving multiple locations, large-scale use of resources, and/or a high level of risk to the agency to ensure programme relevance, quality, adherence to technical guidelines, and efficient use of resources.
- Conduct regular field monitoring of programmes quality benchmarking.
Advocacy and Representation
- Represent Save the Children’s Shelter & WASH work in Lebanon externally.
- Represent Save the Children in technical area to government and other agencies.
- Represent Save the Children on other national/international technical.
- Represent Save the Children in Shelter and WASH sectors working group meetings and other sector coordination forums in Lebanon.
- Contribute to development of advocacy messages and materials in conjunction with SC MAC unit.
General
- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
- Help be responsible for the security of all staff. Ensure that the security, health and wellbeing of staff are ensured and staff management and other processes and policies and systems reflect SC’s principles of equity and fairness.
- To perform such other responsibilities as agreed with your line management.
QUALIFICATIONS AND EXPERIENCE:
- Degree in Engineering/construction/shelter related field
- Recommended a minimum of six years of relevant technical experience including at senior level and at least 3 years of humanitarian shelter experience
- Substantial experience in emergency and development shelter/WASH programme design and implementation including in complex emergency context
- Experience in cash transfer programming
- Substantial and proven experience in providing high level technical advisory role in emergency shelter
- Proven capacity to supervise, train and coach staff
- Proven skills and experience in undertaking assessments and designing/writing quality technical proposals in the sector
- Proven experience in programme development, project cycle management and monitoring and evaluation related to the sector including writing up high quality project/donor reports
- Proven experience of developing and managing high quality, innovative and cost-effective shelter projects in fragile and insecure environments, preferably in Lebanon context and with an NGOs
- Proven experience and skills in advocacy and building work relationship with local/national governments and influencing institutional, private and/or corporate donors
- Solid experience and excellent skills in capacity development of systems, staff, partners and other actors in shelter and WASH
- Ability to extensively travel for project monitoring and provide on-site technical support to field teams
- Highly developed interpersonal and communication skills including influencing, negotiation and coaching
- Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
- Strong results orientation, with the ability to challenge existing mindsets
- Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
- Ability to present complex information in a succinct and compelling manner
- Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
- Willingness to be deployed part or full time in to emergency response as per need and as directed
- Fluency in English, both verbal and written, required
