Shelter Coordinator

Vacancies Announcement   Save the Children is the leading independent organization creating lasting change in the lives of children in need around the world. Save the Children has been operating in Lebanon since 1999 and is recognized for its commitment to accountability, innovation and collaboration.  Save the Children currently implements programs in Child Protection, Education, CRC and Emergency Response throughout Lebanon.   Save the Children is seeking qualified candidates to fulfill the following positions,  6 month contracts with possibilty of extension, for its Lebanon Country Office, in Beirut.   Shelter Coordinator (Beirut) As part of these responsibilities the post holder will be responsible for the supervision Shelter activities, including team coordination, liaising with support departments, monitoring, reporting, needs assessment, inter-agency coordination; In close coordination with the Shelter Advisor, he will contribute to shelter strategy development, providing technical guidance to field-based teams, ensuring that high-quality activities are implemented in a timely manner, developing proposals and securing funding for programming. The Shelter Advisor will also support construction activities in other programming sectors of Save the Children (education mainly) with any necessary technical inputs and construction supervision.     KEY AREAS OF ACCOUNTABILITY: Shelter Programming: Represent SCI in Shelter working groups, and coordination meetings particularly at local level and coordinate closely with external actors, local authorities and other sectors of SCI Supervise assessments and beneficiary identification. Liaise with refugees communities and ensure adequate information, communication, sensitization, mobilization, feedback collection Plan and manage distributions of Shelter and NFI materials, in kind or through vouchers Plan and manage complex Shelter program involving negotiation with landlord and local authorities, civil rehabilitation works, conditional cash transfers, technical monitoring Closely coordinate with logistics to ensure that the shelter program receives all necessary operational support, including supply chain, transportation, communication, premises etc. Coordinate with finance to ensure close financial management of shelter programs Take responsibility for shelter component of grants, including monitoring of achievement Vs targets, monitoring and reporting   Technical Support: Provide technical leadership for civil rehabilitation works, evaluating in details rehabilitation needs of shelters Provide technical support for construction activities of SCI’s other programming sectors Take initiative to propose adjustment of activities depending on evolution of needs and standards agreed across the sector, taking into account vulnerability and technical criteria Ensure quality of shelter materials delivered and civil rehabilitation works Conduct regular trainings      for staff to build skills and capacity Monitoring and Evaluation: Contribute to the development      of registration and M&E tools, based on project indicators, as well as      databases, and ensure Shelter team has a solid understanding of all tools Ensure quality of data      collected and support the team for data analysis Ensure that all required      project indicators are measured by field teams and evaluated Strategy and Proposal Development: Write proposals, including      logical frameworks (and developing measurable indicators to measure      outputs/outcomes) to secure funding for additional programming; ensure      that appropriate measurable indicators are established Lead and conduct needs      assessments to guide strategy development Other: Prepare sitreps, internal      reports and donor reports as required Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.   Job Requirements: Experience At least 3 years experience in development/humanitarian work, including experience working for an International NGO Preferably civil engineer or architecture background, or extensive technical experience in construction Excellent leadership, management, teamwork & interpersonal skills, demonstrated by previous experience Experience in strategy      and proposal development à including logical frameworks Experience in      developing M&E tools Experience in field work      and community mobilization   Skills Familiar with Sphere standards and Humanitarian principles Civil engineering,      including concrete and block works, plumbing, contracting. Proficiency on      Microsoft Word and Excel, including management of Excel databases Good time management      skills Fluency      in written and spoken Arabic and English Strength      in interpersonal, communication and presentation skills Flexibility      and willingness to change work practices and hours to adapt to emergency      situation, and capability to work in insecure environment  Available to travel in      country several days a week APPLICATION PROCESS   Please note that the closing date for applications is 14 Feb.   The selection committee will review all applications as they are received.
