The Shelter Officer will be based in Qobayyat and plan, prepare and oversee the implementation of the NFI and emergency shelter programme in Akkar (Wadi Khaled and surroundings) and Tripoli. The Emergency Shelter programme includes the quick fixing kit and soft rehabilitation (mainly self help), as well as school emergency rehabilitation and assessment (technical and social) to prepare proposals for the coming phase. The Shelter Officer will be representing the shelter programme in his area of responsibility and has to ensure that all aspects of work are undertaken in accordance with Save the Children’s Policies. He/she will maintain working partnerships and good communication with representatives of SCI shelter partners and programmes (UNHCR, UNICEF, DRC, NRC, PU-AMI, IMC), as well as build and maintain partnership with local NGOs. The Shelter Officer will also identify human resources needs as well as capacity-building. 2 social workers and 2 technicians will be reporting to the Shelter Officer. The Shelter Officer will report to the Qobayyat Field Manager and the Shelter Advisor based in Beirut. This post is anticipated for 6 months.
Job Requirements:
BA in social worker/business administration or any relevant field OR high school degree with extended (7 years) shelter experience.
Experience in project management and team management, and specifically in working on shelter and construction/rehabilitation projects in emergencies and post emergencies
Experience in an international and local NGOs (Emergency phase) in the social/humanitarian field
English and Arabic skilled (fluent in speaking and writing)
Computer knowledge (word, excel, …)
Ability to write weekly and monthly report
Excellent contact and diplomacy to manage relationship in tensed situation;
Experience in community mobilisation and conducting outreach activities
Ability to adapt or change priorities according to the changing situation within a mission or the organisation itself;
Ability to maintain consistent high standards of professional behaviour and achievement when working independently and as part of a team.
Well organized and able to manage stress and pressure
Commitment to and understanding of SCI aims, values and principles including rights-based approaches
