Shelter Technical Assistant

ROLE PURPOSE: Save the Children Lebanon is implementing a large and varied Shelter and Non Food Item Program to meet the needs described above. The role is required in order to ensure technical quality of the Shelter and Non Food Item programming at field level. The Shelter Technical Assistant will be responsible for conducting technical assessments, technical monitoring, supervision and providing technical advice to beneficiaries and communities. The Shelter Technical Assistant will work in parallel with a shelter assistant and will spend 80% of their time in the field. It is anticipated that this role will be needed for a minimum of 12 months. There is a strong likelihood that it will be extended depending on performance and pipeline funding. The contract length is dependent upon funding. SCOPE OF ROLE: Reports to: Shelter Officer Reporting to: None   KEY AREAS OF ACCOUNTABILITY: Programme Implementation Support The Shelter Technical Assistant will: Conduct technical assessments of existing shelters and buildings Develop technical proposals and Bill Of Quantities (BOQ) and cost estimates including material, labour and transportation requirements Prepare technical drawings, where required Conduct regular site visits to supervise and/or monitor progress and quality Support all technical aspects of quality control Conduct regular visits to beneficiaries Attend and support distributions Conduct Post Distribution Monitoring Provide daily/weekly reports, as requested. Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.  Monitoring and Evaluation Participate in regular monitoring and evaluation activities of the Shelter in Emergencies programme. Produce timely reports for internal use on the activities in each site/shelter, highlighting challenges, best practices and lessons learnt. Ensure that data is accurately collected on a daily, weekly and monthly basis. Regularly visit project sites to ensure that the community at large are appropriately supported and that qualitative and quantitative programme objectives are achieved.  Adherence to Save the Children policies and procedures Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. In agreement with your line manager, perform other duties within reason (in line with your skills and experience)   QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES  Experience Minimum 1 years of work experience Experience of basic construction & distributions Skills Minimum diploma OR bachelor’s degree in . Familiar with technical aspects of humanitarian shelter and Humanitarian principles Familiar with construction; including concrete and block works, plumbing, contracting. Proficiency on Microsoft Word, Outlook and Excel, including management of Excel databases Good time management and organizational skills Fluency in written and spoken Arabic (English language skills advantageous) Strength in interpersonal, communication and presentation skills and teamwork Flexibility and willingness to change work practices and hours, and capability to work in insecure environment  Familiarity with the relevant geographic areas
