ROLE PURPOSE:
Save the Children Lebanon is implementing a large and varied Shelter and Non-Food Items (NFI) program to meet the needs of vulnerable families. The role is required in order to ensure technical quality of the Shelter and NFI programming at field-level. The Shelter Technician will be responsible for conducting technical assessments, technical monitoring and supervision and providing technical advice to beneficiaries and communities. Support the implementation of the various shelter activities in Informal Settlements (IT’s) and Substandard Buildings (SSB’s) in its different responses from regular annual activities to emergency responses. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

KEY AREAS OF ACCOUNTABILITY:
Programme implementation/management
- Conduct daily field visits to potential shelter units to make a technical and social evaluation and to draw sketch for the present situation.
- Conduct technical assessments for all shelter projects (Rehabilitation, minor repair, PWSN, site improvement etc.).
- Prepare a complete detailed Bill of Quantities (BOQ) for the unit technically evaluated on the field; the preparation of the BOQ will include: definition of items, describing the specifications, the quantity and the quality of materials required (including workers’ fees, machines renting, transportation fees etc. ).
- Supervise and monitor contractor works, works carried out by Daily labor and/or done by the beneficiaries themselves, ensure that effective supervision and follow up of the shelter activities is done and implemented in line with acceptable standards and specifications.
- Liaise with beneficiaries and landlords to provide them with the technical advise.
- Ensure that all protection related detected cases are referred to the concerned referral focal point and to the related protection officer.
- Conduct technical assessments of existing tents in informal tented settlement Distribution of Weatherproofing and emergency Kits and CRIs in sub-Standard Shelters (Informal Settlements and Sub-Standard buildings).
- Distribution of fire safety equipment’s and conduct fire safety session for the beneficiaries.
- Assist the Shelter Officer with planning, designing and supervision of construction and shelter works and activities, and ensure that works are carried out in accordance with set standards specified in the drawings, designs and technical specifications.
- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
- Ensure Proper Documentation for all paper related works.
Programme design/development
- Suggest new methods and approaches to improve the quality of the activities as relevant based on needs and filed observation.
- Review of project plans and technical documents and tools and provide feedback to the shelter officer prior to implementation to insure feasibility and accuracy of inputs required (in terms of quality and quantity).
- Report any problems, challenges and suggest improvement for the shelter officer.
- Prepare weekly report on construction progress and any challenges/delays in work plan.
- Work with the shelter officer in preparing daily /weekly implementation plans.
External relationships/ Representation
- Represent save the children in the field.
- Represent save the children in any training with UNHCR or other NGOs.
- Use excellent communication skills with beneficiaries.
- Have a good relationship with the Municipalities and local communities.
- Have a good Communication skill with the head of the camps.
- Builds and maintains effective relationships, with their team, colleagues, Members and external partners and supporters.
General
- In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
QUALIFICATIONS:
Bachelor university degree in Architecture, Civil Engineering, or similar technical fields
EXPERIENCE AND SKILLS:
- Minimum 2 years work experience in International Non-Governmental Organization (INGO)
- Familiar with technical aspects of humanitarian shelter and Humanitarian principles
- Familiarity with the relevant geographic area
- Experience of basic construction (including concrete and block works, plumbing, contracting. & community mobilization) conducting outreach activities, assessments, and/or distribution
- Good numerical and reporting writing skills
- Understanding of social welfare systems and child protection mechanisms
- Proficiency on Microsoft Word, Outlook and Excel, including management of Excel databases
- Good time management and organizational skills
- Fluency in written and spoken Arabic (English language skills advantageous)
- Strength in interpersonal, communication and presentation skills and teamwork
- Flexibility and willingness to change work practices and hours, and capability to work in insecure environment
