Shelter Technical Assistant - Zahle

CHILD SAFEGUARDING:

Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people

 

SCOPE OF ROLE:

Reports to: Shelter Officer

 

KEY AREAS OF ACCOUNTABILITY:

Conduct daily field visits to potential shelter units to make a technical evaluation and to draw sketch for the present situation;

Assist the Shelter Officer with planning, designing and supervision of construction and shelter works and activities, and ensure that works are carried out in accordance with set standards specified in the drawings, designs and technical specifications.

Prepare a complete Bill of Quantities (BOQ) for the unit technically evaluated on the field; the preparation of the BOQ will include: definition of items, describing the specifications, the quantity and the quality of materials required (including workers’ fees, machines renting, transportation fees…)

Distribution of Weatherproofing Kits in sub-Standard Shelters (Informal Settlements and Sub-Standard buildings).

Ensure that effective supervision and follow up of the shelter activities is done and implemented in line with acceptable standards and specifications.

Maintain accurate records and proper documentations of the site progress and make sure that those records are available at all time.

Daily reporting from the field to the technical officer/coordinator

Work continuously with the Shelter Officer and the monitors on the evaluation of each unit before assisting beneficiaries.

Support the Shelter Officer to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow ups on a daily/weekly/ annual basis.

Daily visit to these units assessing the quality and quantity of the work done by the contractor or landlord (good knowledge of materials, specification and prices)

Liaising with beneficiaries and landlords to explain the scope of work of the shelter department at Save the Children.

Report back on logistics requirements, and fill out procurement forms when necessary.

Ensure regular and timely reporting of problems, potential delays or risks to project implementation to the relevant supervisor, and support in the development and execution of solutions and mitigating actions.  

Assist in any kind of programs that show up related directly or indirectly to shelter rehabilitation or construction

Depending on Save the Children strategy he/she might assist the Shelter Officer and/or the Shelter Coordinator in all study, report or survey required during the implementation.

Ensure good representation and reputation of Shelter Sector at all levels.

 

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES

Education Degree: Technical Diploma in Technical Construction or Interior design

Work experience: Not less than 2 years in an international NGO;

Work experience: not less than 2 years in the construction field

Familiar with Humanitarian principles.

Experience in community mobilisation, conducting outreach activities, assessments, and/or distribution.

Understanding of social welfare systems and child protection mechanisms.

Proficiency on Microsoft Word, Outlook and Excel, including management of Excel databases.

Good time management and organizational skills.

Fluency in written and spoken Arabic (English language skills advantageous).

Strength in interpersonal, communication and presentation skills and teamwork.

Flexibility and willingness to change work practices and hours, and capability to work in insecure environment. 

Familiarity with the relevant geographic areas.
