Shelter Technician

PROJECT BRIEFING: Since the outbreak of violence in Syria in the spring of 2011, the number of Syrians crossing to Lebanon continues to increase. The influx of Syrians has created competition for resources. In many areas the traditional housing market is close to saturation and rental prices have increased significantly. Many refugees and vulnerable Lebanese families have been obliged to live in sub-standard shelter such as unfinished houses, converted garages, and Informal Settlements (IS). They often lack security of tenure and are at continual risk of eviction. UNHCR’s own estimate is that the majority of the refugee population will require some form of shelter assistance during 2014. Save the Children Lebanon has been delivering an emergency Shelter and NFI program since November 2012. Most activities are based on the principle of self-aid and are integrated with Save the Children’s other programs. Current emergency shelter and NFI activities include: Winterisation. Distribution of Quick Fix kits (QFK’s) to households living in sub-standard shelter Rehabilitation. Cash-for-rehabilitation in Unfinished Houses New Arrival Support. Distribution of Non Food Items (NFI’s) and Shelter kits Site Improvements. Supporting site improvements in Informal Settlements Infrastructure Support. Supporting other infrastructure or construction-related activities being implemented by the other programs (E.g. rehabilitation of schools, community improvement projects etc.) ROLE PURPOSE: Save the Children Lebanon is implementing a large and varied Shelter and NFI program to meet the needs described above. The role is required in order to ensure technical quality of the Shelter and NFI programming at field-level. The Shelter Technician will be responsible for conducting technical assessments, technical monitoring and supervision and providing technical advice to beneficiaries and communities. The Shelter Technician will work in parallel with a Community Mobiliser and will spend 60 to 80% of their time in the field. It is anticipated that this role will be needed for a minimum of 4 months. There is a strong likelihood that it will be extended depending on performance and pipeline funding. The contract length is dependent upon funding.   KEY AREAS OF ACCOUNTABILITY:   The Shelter Technician will:   Conduct technical assessments of existing shelters and buildings Develop technical proposals and Bills Of Quantities (BOQ) and cost estimates including material, labour and transportation requirements Prepare technical drawings, where required Conduct regular site visits to supervise and/or monitor progress and quality Support all technical aspects of quality control Conduct regular visits to beneficiaries Attend and support distributions Conduct Post Distribution Monitoring Provide daily/weekly reports, as requested. Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.   QUALIFICATIONS AND EXPERIENCE   Experience   Minimum 1 years of work experience Experience of basic construction & distributions   Skills   Minimum diploma OR bachelor’s degree in Civil engineering, architecture, construction, urban planning or other Built Environment related field. Familiar with technical aspects of humanitarian shelter and Humanitarian principles Familiar with construction; including concrete and block works, plumbing, contracting. Proficiency on Microsoft Word, Outlook and Excel, including management of Excel databases Good time management and organizational skills Fluency in written and spoken Arabic (English language skills advantageous) Strength in interpersonal, communication and presentation skills and teamwork Flexibility and willingness to change work practices and hours, and capability to work in insecure environment  Valid Lebanese driving licence Familiarity with the relevant geographic areas
