Save the Children has been operating in Lebanon since 1999 and is recognized for its commitment to accountability, innovation and collaboration.  Save the Children currently implements programs in Child Protection, Education, CRC, Health and Nutrition, Food Security & Livelihood, Shelter, and Emergency Response throughout Lebanon.   Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa:     KEY AREAS OF ACCOUNTABILITY:   Contribute to accurate, well-informed needs assessments: Where required, provide technical WASH support to wider needs assessments and assist with the selection of target communities and WASH facilities to be rehabilitated, through technical feasibility studies visits to facilities and sites, and interviews with key members of the community.   Provide support to high quality WASH programme design and implementation: Design, establishment of work specifications and quotations, follow-up and evaluation of activities related to the rehabilitation of WASH infrastructures in public institutions and communities, including: -     Sanitation facilities -     Water supply systems and networks -     Solid waste management facilities -     Drainage systems -     Technical training of community volunteers, members of WASH committees, local authorities Planning, organisation and follow up of the community mobilisation in target communities on issues related to operation and maintenance of WASH facilities. Quality control of WASH materials and plant bought by Save the Children and its possible subcontractors. Overall site management, including general supervision of Engineering Assistants and contractors, ensuring the safety of construction sites and community participation. Validation of work progress and quality and liaison with Save the Children finance and logistics staff to ensure payments. Follow-up of activities of potential local partners of Save the Children (such as other NGOs or local authorities) in the field of WASH facility construction, repair and management, and help to train some of those people.   Support  Monitoring, Evaluation, Accountability and Learning activities Plan and be responsible for gathering and reporting data on a weekly basis in order to measure project and strategic indicators (for example: number of beneficiaries, number and type of activities completed) Undertake water quality testing and manage water quality data.   Ensure programme activities are documented: Write a weekly activity report to line manager, and provide verbal reports whenever necessary.   Ensure coordination and team work is created and maintained: Ensure that construction works are integrated with hygiene promotion and community participation components of WASH projects, to ensure sustainability Ensure the integration of gender, child protection, HIV, environment and other crosscutting issues to the design, implementation and development of WASH construction activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, the elderly and disabled.   Adhere to Save the Children policies and procedures: Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.   SKILLS AND BEHAVIOURS (our Values in Practice)   Accountability: Holds self accountable for making decisions, managing resources efficiently, achieving and role modelling Save the Children values   Ambition: Sets ambitious and challenging goals for themselves and their team, takes responsibility for their own personal development and encourages their team to do the same   Collaboration: Approachable, good listener, easy to talk to; builds and maintains effective relationships with colleagues, partners and communities and contractors Values diversity and different people’s perspectives, able to work cross-culturally.   Creativity: Develops and encourages new and innovative solutions   Integrity: Honest, encourages openness and transparency, builds trust and confidence   Required: Professional experience of 4 years minimum, including 2 years in the field of water and sanitation infrastructure. Degree or other relevant qualification in civil engineering, environmental engineering hydraulics. Organisation, coordination and planning skills Ability to listen and adapt. Good interpersonal skills Fluent in spoken and written Arabic. The capacity and willingness to be extremely flexible and accommodating in difficult and insecure working circumstances. Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and a child focused approach   Desirable: Experience with working with subcontractors Good knowledge of spoken and written English.
