Project background
Save the Children Lebanon (SCL) is one of the leading agencies responding to the Syria crisis in Lebanon. Present in Lebanon since 1953, SCL has developed strong relationships and a well-established operational platform. SCL's current program includes interventions in WASH, Shelter, Education, Livelihoods and Child Protection. SC implements directly and also works with local partners to deliver emergency aid, such as multi-purpose cash and food parcels, which improve daily living conditions for the refugees and vulnerable Lebanese families. In the last two years, the emergency program has reached approximately 400,000 people across Lebanon.
Key components of the ongoing WASH program include the provision of access to safe water, sanitation and hygiene according to the minimum standards for the most vulnerable/affected population. To achieve this SC is implementing a community support activities to improve the water and sanitation infrastructure at municipal level in order to increase their capacity together with the capacity of the Water Establishment and other relevant bodies.
Save the Children is looking to hire an external consultant to support our community support projects in the area of Bekaa/North. Interested candidates shall quote their services fees per project.
Responsibilities of WASH Consultant
Reviews designs of infrastructure projects and all relevant project paperwork, and signs-off on design, including Bills of Quantities (BoQs)
Completes site survey before the construction of work begins
Leads on kick-off meeting with the construction contractor selected by SCL and provides the contractor with Issue for Construction drawings
Monitors key technical milestones at field level during the construction phase as agreed with SCL, and issues Progress Certificate Reports
Supports with resolving technical challenges through field visits, if required.
Support with inspection visit by local authorities (Water Establishment, Municipality, etc) during handover.
Submits detailed final report with as build drawings as part of the project completion and handover.
Essential Competencies Required
Degree in water resources management, Mechanical/civil/environmental engineer or equivalent
Registered with the Syndicate of Engineers and is able to sign-off on technical drawings
4-6 years in water and sanitation infrastructure projects
Fluent in Arabic and English, both oral and written
