Youth Livelihood Coordinator (Beirut)

Save the Children has been operating in Lebanon since 1999 and is recognized for its commitment to accountability, innovation and collaboration.  Save the Children currently implements programs in Child Protection, Education, CRC, Health and Nutrition, Food Security & Livelihood, Shelter, and Emergency Response throughout Lebanon.   Save the Children is seeking qualified candidates to fulfill the following positions, for its Lebanon Country Office, in the following locations Beirut, Tripoli, Akkar and Bekaa:   ROLE PURPOSE: Since the outbreak of violence in Syria in the spring of 2011, the number of Syrians crossing to Lebanon continues to increase. The influx of Syrians has created labour competition, decreasing daily wages and reducing the number of days work each household is able to access. This has resulted in less purchasing power for both Syrians and Lebanese families. Additionally, rent, food and some non-food prices (especially fuel) have increased as a result of border closures. The combination of decreased income and increased cost of essential expenditure is causing many households to engage in negative coping strategies, such as sending children to work, depleting assets and savings, and taking debt. While delivering humanitarian assistance programs to address these needs, Save the Children is also focused on supporting the local economy. Border closures have interrupted the supply of Syrian goods, but alternative trade routes have been identified and Lebanese equivalents are available. As markets continue to function and traders struggle with decreased purchasing power in communities, Save the Children is using cash and vouchers as a mechanism for assistance.  In addition, Save the Children is developing a longer-term strategy, which includes supporting livelihoods. Cash-for-work, vocational trainings and small business development are all activities to be implemented in 2013, with a specific focus on youth. In 2014, Save the Children plans to scale-up its livelihoods work to include agricultural value-chain development work, and expand its target beneficiary groups to include women and men as well as youth. The Youth livelihoods Coordinator will oversee the planning and prototyping of Save the Children’s youth livelihoods programming nationwide, under the supervision of the FSL Adviser in Beirut. The Youth Livelihoods Coordinator will ensure that the youth livelihoods are of a high technical quality and meet local market needs. S/he will be responsible for designing monitoring processes for youth livelihoods interventions; working with programme managers to ensure that reporting is high-quality and timely, and that the programme is continually assessed and solutions quickly put in place for any changes in context.   KEY AREAS OF ACCOUNTABILITY:   Programme development Participate in the      continuous assessment of youth livelihoods needs (at national and      localised level) and ensure that these are appropriately reflected in      programme design With FSL Programme Managers/Coordinators in      the field bases, identify programme gaps and ensure appropriate action is      taken Lead on the development of      new livelihoods programming based on a thorough understanding of Lebanese      labour market regulations and a sound analysis of gaps in the labour      market Lead on development of livelihoods component of      Save the Children’s multi-sectoral youth strategy Develop proposals and budgets for future      funding for youth livelihoods, building on existing experiences Work with colleagues from other sectors      (particularly child protection and health) to ensure integration coordination      at strategic and programmatic level; and ensure multi-sectoral      programming, particularly on youth livelihoods Work with colleagues from other agencies to      ensure coordination on livelihoods interventions (particularly with      UNHCR’s livelihoods centres)   Programme Coordination With the FSL Adviser and FSL      Programme Managers/Coordinators in the field bases, develop timely      implementation implementation up      and design of youth livelihoods activities develop      their own businesses. households to access income-generatplans      for all youth livelihoods programming, in coordination with other sectors      working with youth Oversee knowledge sharing on youth      livelihoods across teams, and ensure that monitoring and evaluation      results are understood and used to improve programs Support the implementation      and scale-up of existing livelihoods activities including traineeships for      youth; civic engagement projects; and vocational training/micro-enterprise      set-up Develop youth      entrepreneurship activities, and opportunities for agricultural      value-chain development (if appropriate) Lead on training of field      teams on youth livelihoods approaches (including life skills training),      based on Save the Children’s SIRAJ and NAJAH methodologies Assist with the training      of the FSL field teams to ensure they have solid understanding of key youth      livelihoods programme documents and tools, including M&E tools Produce timely      reports for      internal use on the status of on-going programming; and lead on donor      reporting on youth livelihoods   Monitoring and Evaluation Ensure clear plans in place for      monitoring and evaluating project activities in relation to Save the      Children and donor objectives for youth livelihoods; and that lessons      learnt are shared and capitalized on Ensure that projects are monitored regularly,      and that data is collected on a weekly, monthly and quarterly basis Regularly visit FSL field teams to ensure      that teams are appropriately supported   External Relationships Maintain strategic links with key stakeholders such as governmental bodies (MOSA and Ministry of Labour), UN agencies (UNHCR, ILO), INGOs (IRC, DRC), other local NGOs and CBOs (AlMajmoua) and vocational training providers Represent Save the      Children at appropriate coordination meetings and (if appropriate) participate      in the chairing of the livelihoods working group in Beirut   Other Comply      with Save the Children policies and practice with respect to child      protection, code of conduct, health and safety, equal opportunities and      other relevant policies and procedures. Ensure quality and      minimum child protection standards are implemented and respected in all      youth activities, including child safeguarding policy. QUALIFICATIONS AND EXPERIENCE Degree in Economics, International Relations,      Development studies or similar field Minimum 3 years of experience in development      programs Strong experience working directly with youth (particularly      on entrepreneurship and/or vocational training) Experience in business development programming Excellent communication skills with youth Experience delivering training (to adults and youth) Commitment  to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches Experience in development and implementation of      monitoring systems Experience in field work and community mobilization      (particularly of youth); and in training groups of beneficiaries Fluency      in written and spoken Arabic and English Computer skills (especially Excel) Available to travel in country   APPLICATION PROCESS   Please note that the closing date for applications is: For External applicants on October 6th  .                    The selection committee will review all applications as they are received.
