Monitoring And Evaluation Officer


Job Specifications:
 
Technical Leadership of Monitoring & Evaluation:

 
-   Contribute to program implementation to ensure adherence to SAWA, donor and grant requirements, including the use of key performance indicators and documentation methodologies.
 
-   Support the program team to develop logic models, monitoring systems, and feedback loops that provide regular insights on progress made and alert to any emerging issues that need adjusting to ensure programs keeps on track.
 
-   Build the capacity of all relevant team members and program partners’staff to develop and maintain an excellent M&E system, including the periodic reflection and analysis of program monitoring data.
 
-   Address shortfalls in monitoring, evaluation and information management that affect program implementation.
 
-   Support the implementation and ensure the quality of the program evaluation, whether conducted in-house or outsourced, including tool development, field logistics, data analysis, and report writing, in partnership with program teams.
 
- Identify training needs and source appropriate training opportunities for staff
 
 
System Development:
 
-   Ensure that the established M&E system is serving the needs of the overall programs
 
-   Create effective and easy to use tools and processes to facilitate project monitoring, and train SAWA and partner staff on M&E tools and procedures.
 
-   Work with program team to ensure monitoring and evaluation instruments are effective and being used appropriately.
 
-   Play a central role in supporting the baseline, external mid-term evaluation and final evaluation as well as lead the design, field-testing, data collection and analysis of any additional evaluation initiatives required.
 
-   Implement a monitoring and evaluation plan that includes clearly defined performance indicators designed to measure the project’s expected results.
 
- Implement a plan to collect baseline data for each performance indicator before the project starts.
 
Representation:
 
-   Provide leadership with the right data to ensure that monitoring and evaluation systems amongst all implementers are well coordinated, allowing for comparison of data across individual sub-grants and compilation of data for the program as a whole.
 
- Document and disseminate key findings from program studies and evaluations in accessible forms that can influence program design and donor and policy makers’priorities.

Education Degree Details
University degree in a related field, such as development, Statistics, Economics, Psychology, Social Science, Social worker with coursework in operations research, quantitative analysis, qualitative analysis etc. - Minimum 2 to 3 years of active M&E work experience in development programming required; ideal candidate will have both theoretical and practical background in M&E and skilled in qua-litative and quantitative M&E methodologies and techniques. - Experience with development and management of grants. - Proven ability to work productively with a variety of stakeholders to run participatory pro-cesses and meet tight deadlines with an emphasis on producing quality products. - Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods. - Demonstrated awareness and responsiveness to gender and social issues in cross-cultural contexts and gender integration programming. - Demonstrated the ability to adapt to new environments and be flexible given the nature of the work ( i.e. constant changes happening on the ground, movement of the refugees…) - Excellent computer skills, including experience with: Excel, PowerPoint, SPSS, Access and any other statistical packages. - Fluency in spoken and written Arabic and English. - Strong organisational skills.
